ORDINANCE NO. ~~(?~f ~ AN ORDINANCE SUSPENDING THE PROCESSING of APPLICATIONS FoR MULTIPLE-UNIT PROPERTY TAX EXEMPTION UNDER SECTIONS 2.945 AND 2.947 of THE EUGENE CODE, 1971; ESTABLISHING EXCEPTIONS THERETO; AND DECLARING AN EMERGENCY. The City Councfl of the City of Eugene ffnds that: A. The City's Multiple-Unit Property Tax Exemption Program ~Sectians 2.945 and 2.947 of the Eugene Code, 1971}were enacted to address the City's long term goal of improving the health of the downtown core through an increase in housing density. B. This program, which is enabled by state statutes, was first implemented by the City in July, 1977, and has been subsequently modified in order to comply with changes in state statutes. The boundaries of the area within which an exemption may be granted, the Standards and Guidelines under which applications are processed, and the criteria which must be met prior to granting an exemption are all established by the Council. C. It would be in the public interest to undertake an evaluation of the program at this time to determine whether changes should be made in the boundaries, the fees charged, or the public benefits to be provided, and to cease accepting applications for the exemption until completion of that evaluation. D. The City Council has discussed for passible tax exemptions three current projects, including projects by the Guard Publishing Company and Klingensmith & McRae, as well as the "west End" Broadway and Charnelton} project. Applications for those three pending projects should be processed in accordance with the currently established procedures. Now Therefore, THE CITY of EUGENE DOES ORDAIN AS FoLLO~VS: ecti n 1. Based on the above findings, which are adopted herein, after the effective date of this Grdinance, the City shall not accept or process any application for ad valorem property tax exemption under Sections 2.945 and 2.947 of the Eugene Code, 1971 the City's Multiple Unit Rental Housing tax exemption program}, until after the City Council has completed its review of the City's current Multiple-Unit Rental Housing tax exemption program, and has repealed this ordinance.
