ORDINANCE NO. ~~(?~f ~ <br />AN ORDINANCE SUSPENDING THE PROCESSING of <br />APPLICATIONS FoR MULTIPLE-UNIT PROPERTY TAX <br />EXEMPTION UNDER SECTIONS 2.945 AND 2.947 of THE <br />EUGENE CODE, 1971; ESTABLISHING EXCEPTIONS <br />THERETO; AND DECLARING AN EMERGENCY. <br />The City Councfl of the City of Eugene ffnds that: <br />A. The City's Multiple-Unit Property Tax Exemption Program ~Sectians 2.945 and <br />2.947 of the Eugene Code, 1971}were enacted to address the City's long term goal of improving <br />the health of the downtown core through an increase in housing density. <br />B. This program, which is enabled by state statutes, was first implemented by the City <br />in July, 1977, and has been subsequently modified in order to comply with changes in state <br />statutes. The boundaries of the area within which an exemption may be granted, the Standards <br />and Guidelines under which applications are processed, and the criteria which must be met prior <br />to granting an exemption are all established by the Council. <br />C. It would be in the public interest to undertake an evaluation of the program at this <br />time to determine whether changes should be made in the boundaries, the fees charged, or the <br />public benefits to be provided, and to cease accepting applications for the exemption until <br />completion of that evaluation. <br />D. The City Council has discussed for passible tax exemptions three current projects, <br />including projects by the Guard Publishing Company and Klingensmith & McRae, as well as the <br />"west End" Broadway and Charnelton} project. Applications for those three pending projects <br />should be processed in accordance with the currently established procedures. <br />Now Therefore, <br />THE CITY of EUGENE DOES ORDAIN AS FoLLO~VS: <br />ecti n 1. Based on the above findings, which are adopted herein, after the effective date <br />of this Grdinance, the City shall not accept or process any application for ad valorem property tax <br />exemption under Sections 2.945 and 2.947 of the Eugene Code, 1971 the City's Multiple Unit <br />Rental Housing tax exemption program}, until after the City Council has completed its review of <br />the City's current Multiple-Unit Rental Housing tax exemption program, and has repealed this <br />ordinance. <br />Grdinance -1 <br />
