ORDINANCE No. 20051 <br />AN ORDINANCE MODIFYING THE CITY'S PROCEDURES FDR <br />APPGINTING AND EVALUATING A PRESIDING MUNICIPAL JUDGE <br />AND/oR ASSOCIATE MUNICIPAL JUDGE, AND AMENDING SECTION <br />2.011 OF THE EUGENE CODE , 1971. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS <br />Section 1. Subsections (9) and (10) of Section 2.011 of the Eugene Code. <br />1971, are amended to provide: <br />2. all Ci t Co nci 1 -- Ex uti ve ssi n , <br />~9} The presiding municipal judge and the associate municipal judge <br />steal 1 be appointed i n the manner provided i n this section . <br />t a } Prior to appointing the presiding muni ci pa1 judge, the <br />counci 1 sha11 cause contract ~s } for the position to be prepared and <br />advertised , and sot i ci t appl i cati ans far the position . The counci 1 <br />steal 1 review the app1 i cati ons , and by majority vote determine which <br />of the applicants steal 1 be referred to a screeni ng committee <br />norm Hated by the mayor and appointed by the counci 1 for interview. <br />The screening committee shall be composed of one person from each of <br />the fol 1 owi ng : the University of aregon 1 aw school faculty; the <br />Lane County public defender's office; the Lane County district <br />attorney's affi ce; the city's department of public safety; the <br />city's human rights commission ; the roster of 1 oval state or federal <br />judges ; and the city's municipal court staff . At the time of <br />referral , the counci 1 steal 1 indicate to the screening committee the <br />number of fi na1 i sts to be referred for consi derati an by the caunci l . <br />The screening committee shall interview the applicants and refer the <br />fi na1 i sts to the council . The counci 1 steal 1 select the presiding <br />mun i c i pa 1 judge from among those f i na 1 i sts . <br />~ b } Notwithstanding the pravi si ans of subparagraph ~ a } , the <br />Counci 1 may re-appoint the incumbent presiding municipal court judge <br />without first undertaking any of the actions specified i n <br />subparagraph ~ a } . <br />Cc } The associate municipal judge shall be nami Hated by the <br />presiding municipal judge and appointed by the counci 1, <br />~ l0 } The performance of the presiding municipal judge and associate <br />municipal judge steal 1 be evaluated: <br />~a } Through an informal self-evaluation submitted to the <br />caunci 1 annually; <br />t b } Through an informal eva1 uati on submitted to the counci 1 <br />every two years; and <br />aRD I NANC E - 1 <br />
