The previous <br />design did not provide for ingress from lath Avenue or egress to <br />Willamette Street. <br />The new design shows new customer service buildings, including the <br />primary customer service center to be located at the corner of <br />Willamette Street and lath Avenue. This is a twa~-story building <br />which will include passenger related services as well as office <br />space for LTD employees. A smaller two-story building will be <br />located along the west side of the McDonald Theater and will <br />include transit employee space as well as some customer service <br />area for uses such as newspaper stands and coffee/food vendors. A <br />third building will be located at the corner of llth Avenue and <br />dive Street and will provide ancillary customer services. This <br />building will serve as a sound barrier to mitigate noise impacts <br />upon the olive Plaza building. This building will have some <br />windows to allow visual access in order for LTD employees to <br />monitor surrounding activity. <br />B, Evaluation <br />section 9,702_~a~: The location, size, design and operating <br />characteristics of the proposed development will be made <br />reasonably compatible with and have minimal impact an the <br />livability or appropriate development of abutting properties <br />and the surrounding neighborhood, with consideration given to <br />harmony, scale, bulk, coverage, and density; to availability <br />of public facilities and utilities including transit related <br />facilities; to traffic generation and the capacity of <br />surrounding streets and alleys; and to other relative impacts <br />of the development, <br />The revision in the plan, for the transit facility involves the same <br />number .of bus spaces and has the surface capabilities of the <br />previous proposal. The new "saw tooth" design for bus space will <br />enable independent movement of each bus and eliminate the need for <br />backing of buses to exit bays. The new circulation plan will also <br />allow ingress and egress from and on to all four surrounding <br />streets, which will allow traffic to be dispersed more evenly on <br />the surrounding streets. Although positive~~-findings were <br />previously made that noise caused by bus traffic would be <br />reasonably compatible with the surrounding area, the modification <br />represents improvement, particularly in that the backing of buses <br />will be eliminated. <br />A previous area of concern was the compatibility of the proposed <br />facility with the existing historic buildings in the area. The <br />applicant has worked with the DRC to achieve building design <br />compatible with the existing buildings.
