~;~; <br />modification achieves compatibility in several manners. The design <br />incorporates massing similar to the existing two-~stvey commercial <br />buildings by use of conventional bays and fenestration addressing <br />the historic detailing ~of the McDonald Theater. The design also <br />has points of entries that reinforce the historic placement of <br />alleys on this block. The design does not attempt to appear as an <br />old structure, but presents an appearance that is compatible with <br />the existing structures in use of materials, features, size, scale <br />and proportions. The. design of the building and landscape plans <br />will continue to' be subject to review by the Design Review <br />Committee. A specific condition has not been imposed requiring a <br />clock as a particular part of the tower feature shown on the <br />current drawings. The intent is not to preclude that passibility <br />but it would appear to be a detail that is not necessary to a <br />finding of compatibility. <br />The revised plan shows the customer service building at the <br />southwest corner of 11th Avenue and alive Street. This building, <br />will extend 95 feet along llth Avenue and will be a minimum of 20 <br />feet high. The building will present a sound wall to mitigate <br />sound emanating to the south towards the alive Plaza Building. The <br />building will offer a mare desirable aesthetic and visual solution <br />than a sound wall. A condition has also been imposed concerning <br />the installation of air conditioning units in affected units and <br />the office areas and common areas on the ground floor of alive <br />Plaza. This will eliminate the necessity of windows being <br />maintained open in this area during the warmer months when sound <br />emanating from the transit facility could present a problem for <br />alive Plaza residents. <br />The potential for sound impact is reduced with the new design as <br />buses can move on and off site independently with greater <br />efficiency. The buses will not be required to back up and <br />accelerate out of each space, which will help reduce noise impacts . <br />As stated above, with the new design . comes.. access to all. four <br />surrounding streets, mare evenly dispersing traffic. Considering <br />the design and conditions imposed pertaining to mitigation of <br />noise, the use will be compatible with the adjacent properties and <br />surrounding neighborhood. <br />There is concern with construction noise and. vibration. ~ A <br />vibration study has been submitted which addressed that issue. <br />That study demonstrates that patrons within the McDonald Theater <br />are not expected to experience noticeable vibrations due to transit <br />operations. <br />Conditions have been imposed to mitigate the effects of <br />construction noise, including the possibility of installation of <br />acoustic barriers and rescheduling of certain operations.
