The <br />conditions include a requirement that measurable limits for noise <br />be set by an acoustic engineer prior to construction. There are a <br />series of measures that can be taken if specific noise complaints <br />are received during construction, With the provision for input <br />from surrounding properties, concerning noise during construction, <br />the development will be compatible with those adjacent properties <br />as it will be caused to address complaints by the conditions <br />imposed. .. <br />The previous design contemplated a roof garden for the transit <br />facility. That requirement is eliminated but a condition remains <br />that requires that rooftop treatment to include the screening of <br />unsightly utilities with olive Plaza being given the opportunity to <br />comment on the design. This will satisfactorily address this <br />aspect of visual compatibility. <br />As previously stated, the prior proposal was found to be in <br />compliance with this criterion. The present proposal represents an <br />improvement and particularly with the conditions imposed, will <br />ensure that the development will not have more than minimal impact <br />upon and will be compatible with abutting properties and the <br />surrounding neighborhood. <br />Section 9.7o2W b~ : The location, design, and related features <br />of the proposed development will provide a convenient and <br />functional living, working, shopping or civic environment, and <br />Will be as attractive as the nature and the use and its <br />location and setting Warrant. <br />As previously found, the location of the facility is convenient and <br />functional. The new design also increases the functionality on the <br />facility in that it provides far better bus movement, both within <br />the facility and in gaining access to surrounding streets. The <br />revised plan also provides more. customer service. area .than. the. <br />original design. The main customer service center provides entry <br />onto Willamette Street, customer service information, conference <br />room. and waiting area. These public portions are oriented for <br />maximum visibility of the station. Some minor customer service <br />activities are moved to an ancillary customer service budding in <br />the southwest corner.
