The ~ exterior of the station is required to be <br />P <br />well-~lit and designed to discourage loitering ar congregating and <br />the De art~nent of Public Safety will be involved in addressing <br />P <br />further security issues. I find, in this regard, the use will <br />ositivel affect the abutting proper-ties and surrounding <br />P Y <br />neighborhood. <br />Nearly all discussion pertaining to compatibility and affect an <br />livability centered on 41ive Plaza. As stated above, the other <br />ad'acent ro erties and surrounding neighborhood contain a mix of <br />7 P P <br />commercial, office and public ar government uses . z f ind that the <br />transit center will not have more than a minimal impact on the <br />livability and appropriate development of those uses. The <br />o erating characteristics of the terminal including traffic, motor <br />P <br />vehicle emissions, raise and human activity are common to this and <br />any downtown area and the contribution of this facility wall have <br />minimal impact if any at all. <br />~' I find that allowance of the use will positively affect the <br />a ra riate develo meat of the surrounding properties. The <br />PP ~ P se and further <br />location of the transit center will facilitate the u <br />development of those properties, including some that are <br />underdeveloped and vacant, by increasing the attractiveness of the <br />transit center and encouraging the use of mass transit. The result <br />is likely to be an increase of business activity in the area. In <br />reviewin the uses allowed in the C-3 zoning district, there <br />g <br />are no uses that will be discouraged by this development of this <br />site. <br />There was substantial material submitted and discussion pertaining <br />the issue of parking mitigation, considering the fact that the <br />ro osed use will occupy a large area presently used for surface <br />P P~ ' a o f 17 6 surf ace irking <br />parking. I do not fled the eliminate n P <br />s aces b this development to be an operating characteristic of the <br />P Y <br />develo meat such that it must be addressed in these findings. A <br />P ~ Cammunit ~ Colle e, the <br />stipulat~.on has been arr~.ved at by Lane Y g <br />a licant and the City of Eugene and that stipulation has been <br />PP <br />ado ted.
