Not all Transportation Element policies will apply to a specific transportation-related decision. <br />When conformance with adopted policy is required, policies in this and other Metro Plan <br />elements will be examined to determine which policies are relevant and can be applied. When <br />policies support varying positions, decision makers will seek a balance of all applicable policies. <br />Goals are timeless, but some policies will expire as they are implemented. <br /> <br />Goals <br /> <br />1. Provide an integrated transportation and land use system that supports choices in modes <br /> of travel and development patterns that will reduce reliance on the automobile and <br /> enhance livability, economic opportunity, and the quality of life. <br /> <br />2.
