Mr. Kkin said it \vas 1m opinion that the City could not make copies of the Police (~onunission report and distribute them because the rep~)rt was not neutral information. ~v1r. Kelly offered a friendly amendment, accepted. by the maker and second to the motion, to drop the reference in the motion to the Web address and access to the Police Commission report. Responding to a question il-om Mr. Pape, Ms. \Valston said the City \vould contr(Jct for the printing and might have to seek more than was allocated in the motion.I\tr.Papc asked what the total was vvhen combined with the funding adopted on August B. fYh \ValstoH estimated around $25,000. ~fr. The motion passed, 5:3; Ms, S010mnn, Mr. Poling, and T'v1r. Pape voting no, Ms. Bdtman, seconded by Ms. Ortiz, moved to direct the City lvlanager to expedite the pnxluc!.lon of the Voters' Parnphlet to guarantee that it was mailed by (ktober 17 befGre the ballots \vere mailed. Ms. HeUman noted that the h,ueline fl.)r getting the pamphlet out was longer than typical, and it had become dear that many voters w()uJd have their baUots and \'iould be able to cast their votes bdixe they received all the information. She thanked ~'1s. Walston t()r her aSSIstance in developing the motion. J'vls, Ortiz asked about the cost of the effort. Ms. Walston said that there \vould be an increase in costs because it was likely overtime vvould be required to do the \vorL Responding to a follow-up question from Ms. (>J1iz, Ms. Walston said the ballots would be mailed on October 21 and if the City could get. the pamphlets to the post olli.ce on October 17 they should be delivered prior to the ballots. Mr. Pape requested a post-election accounting of City costs related to the ejection. Ms. BeHman detcnnincd fromMs, Walston that Lane County did not [nail Voters' Pamphlets to out-of- state voters or voters living in other countries, and she did not think Eugene had llwiled such pamphlets in the past either.
