EXECUTIVE SESSION <br /> <br />The council entered into executive session in accordance with Oregon Revised Statute 192.660(2){e). <br /> <br />~,'layor Piercy rccessed the executive session and caUed the council back into pubiic session. <br /> <br />Mr. Poling, seconded by [',Irs. SolOlnon, rnoved to exknd the meeting for ten minutcs.fhc <br />motion passed, 7: 1; JVfr. Pape voting no, <br /> <br />"[vIr. KellY, seconded by Ms. Bettman, moved to direct the Citylvlannger to immediately <br />begin a s\.vift, high.-priority initiative to discuss a signable purchase option on Peacel-Iealth <br />property and that of other property O\.vners in the vicinity of l2th A venue and \V iUamette <br />Street. The City Manager should call on the assistance of local private sector individuals <br />with real estate expeliise to expcdite the process. <br /> <br />"i'vlr. Kelly said it was clear from the earlier discussion that the council \vas very interested in the site and <br />the manager indicated steps would be takell to detenninc the site's suitabitity for McKenzie- <br />Wiilamette/Triad, He said the motion did not mean the City had to take the options, hut would work \'lith <br />NkKenzie..Vv'ilJarnctte!Triad in the near-term. He believed it was necessary to send a visible signal to <br />McKenzie-Willamcttei'I'riad and the phy<;icians that the coullcil was taking a leadership rok in this <br />situation. <br /> <br />Mr. Klein noted the conflict of interest declared by Mr. Pryor and iV1s. Ortiz during the executi\'e session <br />and indicated tbat declaration carried over into the present meeting. He furthcr opined tbat. as it regarded <br />the substance of the motion, ;\1r. Pryor and Ms. Ortiz had potential conflicts as upposed to actual conflicts <br />of interest. <br /> <br />Ms. Solomon determined from City Managcr Taylor that he did not intcq)ret the motion as authorizing <br />hirfl to doing more than working with the involved parties to determine if there \ovas interest in proceeding <br />with options. Ms. Solomon asked if that reflected Tv1r. Kelly's intent. Mr. Kelly said yes, pointing out that <br />given the sholi time line facing the City, nothing \vould corne to fl1lition in the time before McKenzie- <br />\Villamdte/Triad returned. He \ovas merely trying to get out in front of the issue. Mr. Klein added that <br />there was nothing in the motion authorizing the rnanager to sign an option agreement that committed City <br />money without council consent. <br /> <br />Mr. Pape thought it critical that representatives of'PeaeeBealth bc inVOlved in any discussions and that the <br />City secure an option from Peacd-Icalth first before attempting to assemhle the srnaUer parcels armmd it. <br />He asked \ovhy, if the issue was so impmiant now, the council had not taken a similar action with regard to <br />the EWEB property. <br /> <br />Responding to a que:,tion frotH Ms. BeHman, 1',11'.
