<br />The proposed amendments support this policy. The new development standards for the S-C/R-2 <br />subarea provide for generally smaller scale housing on alleys and on under-developed portions of <br />existing developed lots. Opportunities for the construction of affordable housing are directly <br />influenced by the size of the structures being sold. Generally, the proposed amendments support <br />the construction of smaller-scale, more affordable housing \vithin the study area. <br /> <br />GMS Policv #9. Mitigate the impacts of new and/or higher density housing, in-fill, and <br />redevelopment on neighborhoods through design standards, open space and housing <br />maintenance programs, and continuing historic preservation and neighborhood <br />planning programs. <br /> <br />The proposed amendments support this policy. The proposed residential development standards <br />are designed to mitigate the impacts of infiII housing and new higher density housing on the <br />neighborhood. The development standards include design standards that limit building mass and <br />hulk, setbacks, building orientation, window placement, which takes into account privacy for <br />existing neighbors and provides open space areas that contribute to the cohesiveness of the area. <br /> <br />OMS Policv #10. Encourage the creation of transportation-efficient land use patterns <br />and implementation of nodal developmel1t concepts. <br /> <br />The proposed amendment supports this policy. The Chambers Special Area zone boundaries are <br />identified by the Metro Plan for potential creation of a nodal (mixed use) area plan that could <br />implement the concepts of nodal development. The Chambers Special Area zone will allow for a <br />general increase in density above existing levels and encourage compact residential infill, which <br />will support general mixed use (nodal) development concepts. <br /> <br />Westside Neiflhborhood Plan Policies <br /> <br />2. Support improving existing housiltg and reducing the number of substandard <br />units. <br /> <br />The proposed amendments support this policy. The residential development standards contained <br />within the Chambers Special Area zone support the improvement of existing housing in the area, <br />including substandard housing. The standards will encourage the improvement of substandard <br />housing by requiring specific design standards for alterations to existing housing. <br /> <br />3. Tile City shall continue to recognize this area (Central Residential Area) as <br />appropriate for medium-density residential development and shall discourage <br />non-residential uses. This policy applies to all portions of the Central Residential <br />Area, even those properties abutting major arterials such as Chambers Street and <br />West 1 th Avenue." <br /> <br />Exhibit A ~ 7 <br /> <br /> <br />
