The proposed amendments support this policy. The allowable densities are within the range
allowed within the medium-density designation. The list of allowable land uses within the area
is not proposed to be changed.

4. Tlte City shall encourage actions that will preserve existing residential structures,
including rehabilitation, block planning, infilling, and shared housing.

The proposed amendments support this policy. The Chambers Special Area zone focuses on the
preservation of the character of the existing neighborhood, while allowing compatible infill
development. Reductions in allowable densities within the study area and limits on lot
aggregations will serve to limit the construction of larger multi-family residential complexes,
such as apartment buildings, within that portion of the study area to be zoned S-C/R-2. Existing
structures are more likely to be preserved through the application of the density limits and other
provisions of the draft code.

Jeffers()n Far West Refinemeltt Plan P()licies

Residential Polier 1.0 "Encourage both public and private actions that will improve the
overall appearance of the area and the condition o/residential structures."

The proposed amendments support this policy. The development standards contained within the
Chambers Special Area zone include provisions that will improve the appearance of new
residential structures built in the area. For example; the height and setback requirements, f~ade
orientation, garage location and driveway width are all directed at improving the character and
appearance of new residential construction.

ResidentUd Poliq 2.fJ "Increase the opportunity for home ownership witllin the area. Allow cottage units, alley housing and shared housing.

The proposed amendments support this policy. Opportunities for home ownership should be
improved through the provision of smaller-scale housing on alleys and through the provision for
generally smaller-scale housing throughout the residential area. Opportunities for home ownership
are directly influenced by housing costs, which in turn are, to some extent, influenced by the size of
the structures being sold. Generally, the proposed amendments support the construction of smaller-
scale housing within the study area.

Residential Policv 3.0 '~Encourage a mixture of housing densities and types to allow a
dil'erse popu/atum group to live within the area.
