Mr. Belcher suggested bringing forward infonnation created by Terry Moore of ECONorthwest several
years ago regarding development issues in the downtown area. He asked for clarification on what Ms.
Laurence's goal was for the public in the process.

Ms. Laurence said the goal was to start with the four identified issues, and determine if there were
additional issues, as well as determining a priority for the issues.

";';';';';'/-:';'. '.'.'.'.'

Mr. Lawless liked the idea of starting with a loose framework that:-:W~~:::Bg~n ~;~~~':'f~ solicit what other
things impacted the community as citizens, developers, and as v~~~igrs. He noted that large pieces of downtown had
not been developed in'[::~~i'~~fi*K and it was important to get an idea from business owners on what
issues were important to :~~fu. If issues identified by the Planning Commission and City Council were
not important to the busfi1ess people, there may be other areas the city should focus on. The result of
soliciting infom1ation from business people may be a nalTower scope of work. He emphasized that he
did not wish to revisit the downtown plan at this time.

Mr. Hudspeth asked if there were examples of special zoning in use in other communities.

MINUTES - Eugene Planning Commission
Regular Meeting

September 26, 2005

Page 4
