<br />Regional Wastewater System Excerpt from General Methodology, Section 4.2: <br /> <br />4.2 Regional Metropolitan Wastewater Management Commission' (MWMC) <br />Wastewater System <br /> <br />The City of Eugene entered into an Intergovernmental Agreement with the City of <br />Springfield and' Lane County. in 1978, which established the Metropolitan <br />Wastewater Management Commission. On May 15, 1997, the Commission <br />adopted the MWMC wastewater Systems Development Charge which includes a <br />regional administrative charge. In accordance with the agreement, the City of <br />Eugene must adopt rates and charges not less than those required by the <br />Commission. <br /> <br />The MWMC wastewater SDC formula is based on the allocation of costs of existing <br />or planned capacity to Average Flow, Peak Flow, Biochemical Oxygen Demand <br />(BOD) and Suspended Solids (SS) components of the regional facilities. These <br />cost allocations are used to derive a cost per Flow Estimation Unit (FEU), for each <br />type of land use. The regional wastewater SDC is determined by multiplying the <br />applicable FEU rate per unit of measure for a specific land use type, by the units of <br />measure for the proposed development. The regional wastewater system Cost of <br />Service formula per unit of development can be found in Appendix C. The regional <br />(MWMC) wastewater SDC rates can be found in the current adopted fee schedule <br />in Appendix F. <br /> <br />The MWMC wastewater SDC Methodology provides that a review of the Capital <br />Improvement Plan (CIP) will be initiated at such time as any single development <br />with an anticipated discharge of 100,000 gallons per day or more applies for a <br />building permit or for connection to the system. The purpose of this review is to <br />determine if the demand placed on the regional system by that new user will <br />require a change in the timing of future capital projects that will impact the amount <br />of the regional wastewater SOC. If this oc~urs, the improvement fee portion of the <br />charge will be modified to reflect the value of the new schedule of capacity <br />increasing improvements, and the modified fee will be applied to the development <br />that caused the need for the modification and to all future development. <br />
