<br />Regional Wastewater System Excerptfrom General Methodology, Table 1: <br /> <br />Wastewater - Regional (MWMC) <br />Costs are based on the type of land <br />use and, for industrial dischargers <br />with process flows, on the strength of <br />discharge. The rate varies by land <br />use. The rate for a single Residential <br />unit is $528.86. <br /> <br />The reimbursement portion of the <br />charge is based on the net local <br />equity in the regional treatment plant <br />and other regional assets. The <br />improvement portion of the charge is <br />based on current cost of capacity- <br />enhancing projects to be constructed, <br />as cOntained in the current Capital <br />Improvement Program.. <br /> <br />The service standards are secondary <br />wastewater treatment for flows as <br />defined in MWMC's operating pennit <br />with DEQ, and capacity enhancing <br />capital improvements as listed in the <br />capital improvements plan adopted by <br />the MWMC. <br /> <br />The MWMC charge is a combined . <br />reimbursement and improvement fee. <br />The proportion of the fee that is based <br />on capacity enhancing improvements <br />varies over time as projects are <br />identified, funded, and scheduled. <br /> <br />Charges for new development, <br />changes in use and existing <br />development connecting for the first <br />time are based on the number of Flow <br />Estimation Units (FEUs), times the <br />cost per unit of measure. A FEU is <br />based on the size of development <br />and the effluent characteristics of <br />flow, biochemical oxygen demand <br />and suspended solids for each type of <br />land use. The charge for changes in <br />use and expansion of development <br />already connected to the wastewater <br />system are based on the net <br />difference in FE Us created by the <br />change or expansion. Credit for past <br />property tax payments for debt <br />service on the regional facilities will <br />be deducted from the charge. <br />
