<br />Undeveloped and Buildable Residential land Totals In the <br />Eugene-Springfield Urban Growth Boundary <br /> <br />In 2002, the Homebuilders Association of Lane County initiated a project with LCOG to <br />update the undeveloped and buildable residential land totals for the Eugene and <br />Springfield Urban Growth Boundary areas. This project does not change the Residential <br />Land and Housing Study (RLS) completed and adopted in 1999. The update provides <br />additional information that is processed by LCOG in the normal method. <br /> <br />Using base maps prepared by LCOG, representatives of the Homebuilders Association <br />conducted a field study of all land within the Eugene and Springfield UGB in order to <br />update the land use information. The field study relied on the land use review guidelines <br />developed for the 1999 RLS Study. These guidelines were developed by LCOG in <br />cooperation with the Cities of Eugene and Springfield and Lane County. The land use <br />review guidelines are attached. <br /> <br />Once the field checks were completed, LCOG verified any identified differences against <br />city and county data sources. Sources checked included; building permit data and tax <br />information. If the data supported the changes shown on the field maps, LCOG <br />integrated the changes into the regional database. <br /> <br />In order to produce the summary table below, LCOG overlayed the 'unbuildable,1 <br />coverage criteria developed for the original 1999 RLS Study over the undeveloped <br />residential land layers within each jurisdiction's UGB. Total buildable acres are the sum <br />of undeveloped acres minus the sum of unbuildable acres. Totals were developed for <br />each residential plan designation. Since 1999, the land use designated for areas <br />determined unbuildable may have changed or areas designated as vacant unbuildable in <br />1999 may have been developed through land use review process.
