<br />that owners of these properties must be compensated at the fair market value <br />of their property. Currently my family has not been approached by the City of <br />Eugene for any fair market value compensation. Our plans for this property <br />included a number of retaining walls and retaining systems along with cuts <br />and fills in the proposed setback zones which would create more usable space <br />and increase the value of our property. However with the proposed Goal 5 <br />overlay, we will not be able to make these improvements or the added costs <br />for additional engineering and land studies would make the cost of these <br />improvements prohibitive. <br /> <br />5. If the GoalS measures are adopted for our property we feel that it will not <br />increase the value of our property, and more than likely decrease its value due <br />to the fact that we will not be able to make the desired changes. Also for both <br />moral and legal reasons we would be obligated to disclose any zoning <br />variance which applied to this property. This would also adversely affect <br />resale value in the future. <br /> <br />6. Due to the topography of our property, new retaining wall systems are <br />required in order to protect our home and existing structures. Although the <br />goal 5 measures allow for emergency type work, they are unclear or add <br />costly steps for preventive and protective measures. <br /> <br />In closing, I am not a developer; we do not have other properties to "offset" or trade <br />regarding wetland issues. My family and I are supportive of most environmental <br />measures, however in this instance we feel our property is being overburdened with this <br />new Goal-5 conservation measure.
