Sentence 4, describing access for fish to this <br />area of Spring Creek, I believe needs further examination. There are many barriers for fish in this area of the <br />drainage way, including: it is dry most of the year, except the very southerly part, within a few hundred feet of <br />the source. A stream of water only flows when there is very high rainfall, or when the water table rises <br />significantly, due to river flows. Even then the two-mile stretch of this area is severely impacted with barriers <br />to fish migration from the WiIlamette River. The fifth sentence of the description implies that there is a time of <br />"high flow" when there is the possibility of fish migrating through this corridor. Since the area was sewered <br />about 10 years ago, there is no time when the water flows freely down this drainage way, for long enough, to <br />allow fish to migrate much past its crossing of River Road, about 2 miles to the north. <br /> <br />I believe there is a riparian value in this corridor, though it is significantly disturbed. Improvements should be <br />allowed for social and economic benefits, while retaining key riparian values, such as native trees and plants, <br />wherever possible.
