<br />designated land, leaving a surplus of 1,279.30 acres (considering a low demand assumption) or <br />of207.30 acres (considering a high demand assumption). <br /> <br />Based on the forgoing discussion and analysis, it is clear that even if the maximum possible area <br />within the proposed /WR Conservation Area was treated as a subtraction from the residential <br />buildable lands inventory, and taking into account plan amendments that took land out of <br />residential categories, and taking into account previous legislative zone changes, there would still <br />be a net surplus of buildable lands in the applicable categories for residential land. <br /> <br />Therefore, the ordinance is consistent with Goal 1 O. <br /> <br />Goal 11 - Public Facilities and Services: To plan and develop a timely, orderly and efficient <br />arrangement of public facilities and services to serve as a framework for urban and rural <br />development. <br /> <br />The area affected by this ordinance is located inside the city limits and is served by the public <br />facilities in which the existing level of service is adequate to serve the needs of existing and <br />future development. The provisions of this ordinance do not effect the planning or development <br />of future public facilities or services. Therefore, the ordinance is consistent with Goal 11. <br /> <br />Goal 12 - Transportation: To provide and encourage a safe, convenient and economic <br />transportation system. <br /> <br />Goal 12 is implemented through the Transportation Planning Rule (TPR). The Eugene- <br />Springfield Metropolitan Area Transportation Plan (TransPlan) provides the regional policy <br />framework through which the TPR is enacted at the local level. <br /> <br />The Transportation Planning Rule (OAR 660-012-0060) states that land use changes that <br />significantly affect a transportation facility shall require mitigation measures to address the <br />anticipated impacts. The rule states that: <br /> <br />(1) Amendments to functional plans, acknowledged comprehensive plans, and land <br />use regulations which significantly affect a transportation facility shall assure <br />that allowed land uses are consistent with the identified function, capacity, and <br />performance standards (e.g. level of service, volume to capacity ration etc.) of the <br />facility. This shall be accomplished by either: <br /> <br />(a) Limiting allowed land uses to be consistent with the plannedfunction, <br />capacity, and performance standards of the transportation facility; <br />(b) Amending the TSP to provide transportationfacilities to support the <br />proposed land uses consistent with the requirements of this division; <br />(c) Altering land use designations, densities, or design requirements to reduce <br />demandfor automobile travel and meet travel needs through other modes; <br /> <br />8 <br />
