<br />" <br /> <br />East OfE 37 Q1- Upland lies Spring Knoll Drive, an impervious street, and its' - <br />associated storm water drain system. There is no active downstream contiguous water <br />activity with the exception of rainfall, and water utilized for land irrigation. <br />Western Border of Upper E37 Q1- Newly developed Wendell Lane, an impervious <br />street. This area transects the eastern border of Area E37 Q-I. This area has the recent <br />addition of storm drains and underground infrastructure in the last 3-5 years. Multiple <br />underground access caps and easements occupy this area. Again it is the area east of <br />where this road's transects Area E37 Q 1 that is being requested to be removed from Goal <br />5 inventory. <br />North- The city retains an underground utility easement rwming into the eastern portion <br />of Area E37 Q-l. This area does not represent terra firma, but rather compacted land fill. <br />South- Multiple acc~s ground caps to the underlying infrastructure of Wendell Lane. <br />The enclosed Eastern portion of E37 Q-I, on the property above was purchased with <br />approximately 3 viable, and currently present trees, visible landfill and no natural <br />vegetative growth was originally purchased. It was seeded with rye grass, and now <br />overgrown with what the ESEE report notes as Armenian blackberries, and what has been <br />described as non native yellow broombrush. <br /> <br />Request for Removal from Goal 5 Inventory: Reasons for removal of the portion east <br />on Wendell Lane on Area E37 Q-l from the Goal 5 inventory are hased on failure to <br />meet Tier One Criteria, and meeting Tier Two, criteria one for removal from Goal 5 <br />inventory: <br /> <br />Tier 1 Criteria <br />1. Not met-'ESEE report confirms the area is not mapped as wetland on the <br />StatelNational Wetland Inventory. <br />2. Not met- ESEE report confirms as not a ti,sh-bearing stream.. <br />3. Not met- the ESEE report confirms that this portion of Area E37 Q-l was heavily <br />logged and extensively land filled. This area IS filled with infiltrating Armenian <br />blackberries. non native yellow broombrush, and seeded rye grass. ' <br />4. Not met- This specific area does not have an active contiguous water feature. <br />Please see photograph from the uplandeastem point entering this area <br />(photograph 1,2 and 3) and the downgrade area on eastside of Wendell Lane <br />(photographs 4, 5, and 6) demonstrating the absence of contiguous water. There <br />is no active stream at these points. When water is present, it is the result of <br />rain:fall, or recent runoff from land irrigation. This may be a result of the <br />impervious street of Spring Knoll, and its' associated storm water drainage <br />system. Bu~ this is no significant depth, or width or natural flow. When there is <br />downgrade drainage it is filtered into the W~ndelllane storm water delivery <br />system. <br />Photograph 1- is taken from Spring Knoll Drive, viewing the upland portion of <br />E37 Q 1, with Wendell Lane visible. This is a representation of rye grass, yellow <br />brush broom, and Armenian blackberry overgrowth. Notable is no visible water. <br />Photograph 2- is a close up view of the uppermost upland portion ofE37 Q1. <br /> <br />2 <br />
