<br />To: Eugene City Council <br />From: Alexandra Bonds <br />Owner, 1030 Lorane Highway <br /> <br />RECEIVED <br />SEP 2 6 2005 <br />CITY <!'iF EUGENE <br />PLANNING DEPARTMENT <br /> <br />Re: Testimony AGAINST the GoalS Inventory to be placed before the City <br />Council: Riparian Corridor: E81 Lorane Highway <br /> <br />I support the motion passed by the Crest Drive Community Association to <br />reduce the setbacks for the Lorane Highway Riparian Corridor from 40' to 20'. <br /> <br />The setback for the Willamette River is 100'. The water atthe foot of the Lorane <br />Highway drainage ditch might reach 12" in width during the rainy season, while <br />the Willamette River must be about 100' in some areas. What would the actual <br />proportional setback be between these two waterways? Surely this minute <br />waterway doesn't require 40% of the protection of the mighty Willamette. <br /> <br />The proposed E81 Riparian runs along the western edge of my property. The <br />proposed 40' setback now encompasses my carport and runs through the middle <br />of the Ii ving and dining rooms. <br /> <br />The property across the riparian corridor from mine has a house perched on the <br />edge of the bank. If one were to trespass and walk the length of this drainage <br />ditch, no doubt many other buildings would be found within the proposed <br />setback. <br /> <br />As the setback has already been penetrated in this area, the imposition of new <br />regulations after the fact is a waste of taxpayers' time and money. <br /> <br />Please listen to the collective will of your constituents in this area reduce or <br />eliminate the overlay of protections on E81 Lorane Highway Riparian. <br /> <br />Yours truly, <br />AJ~andra Bonds /) <br />/f ,n {'.'
