Utility Construction and Use of the Right-of-Way Policies and Procedures Manual Page 18 <br />Along with these standards, placement of above ground utility infrastructure shall comply with the Eugene <br />Local Street Plan, Eugene Arterial and Collector Street Plan, Public Infrastructure Development <br />Standards, and Eugene Code. <br />Not withstanding poles, above ground infrastructure shall not exceed six feet in any dimension or exceed <br />20 square feet in elevation view, and shall not exceed 100 square feet for each side of a street segment. <br />Where a public utility easement (PUE) is available, above ground infrastructure shall generally be located <br />within this area, with an exception of hydrants and shutoff valves that do not interfere with public <br />infrastructure including trees. <br />Minimum setbacks are: <br /> <br /> Alley approach – 15 feet <br /> Pedestrian path or sidewalk – 1 foot <br /> Driveway approach – 5 feet <br /> Fire hydrants – 5 feet <br /> Street trees – 10 feet <br /> Back edge of street curb – 1 foot <br /> Street intersection – 35 feet <br /> Manhole or catch basin – 5 feet <br /> Drainage ditch, swale or stream – 5 feet <br /> Street lights – 10 feet <br /> Regulatory traffic signs – Shall not block sign or vision <br /> Traffic control facilities – 10 feet <br />Above ground facilities and wirelines shall not impact or visually obstruct a traffic control device. <br /> <br />3.05 ADA Impacts and Restoration <br />When permitted work impacts structures covered by ADA accessibility rules (sidewalk, sidewalk ramps, <br />and driveway or alley approaches for example) the permittee shall reconstruct said facility to the City’s <br />current adopted specifications for construction comprised of the Oregon Specifications for Construction <br />and Oregon Standard Drawings as modified by City drawings and Amendments and the US Department <br />of Transportation and Department of Justice for ADA compliance. Replacement ramps shall be designed <br />and stamped by an engineer for the permittee and approved by the City prior to construction. <br />3.06 Planting Strip and Tree Impacts <br />Underground facilities may be installed longitudinally in a planting strip within new subdivisions and <br />existing developed areas that have a minimum clear width of 6 feet between the back of the curb and the
