Utility Construction and Use of the Right-of-Way Policies and Procedures Manual Page 2 <br /> <br /> <br />1.03 Definitions <br />City: The City of Eugene. <br /> <br />Code or City Code: The Eugene Code, 1971. <br /> <br />Utility and Right-of-Way Permits Construction Within and Use of the Public Policies <br />and Procedures Manual: For the purpose of this document this title may be referred to as <br />“the Manual” or “Public Way Use Procedure Manual”. <br /> <br />Downtown Core Area: The area bordered on the North by 5th Avenue, on the South by <br />13th Avenue, on the East by High Street and on the West by Lincoln Street. <br /> <br />Plans: The construction drawings that show the location, type, dimensions, and details of <br />the work to be performed under the permit. <br />Project: The work to be performed under the permit. <br /> <br />Permittee: An applicant who is granted approval to perform utility related activity in the <br />City of Eugene Rights-of-Way by way of an approved Utility Permit <br /> <br />Public way: Any street, road, alley, right-of-way, pedestrian or bicycle easement, storm <br />drainage easement, wastewater or sanitary sewer easement or other utility easement for <br />public use which is controlled by the city, county or state. <br /> <br />Surface Technical Supervisor: City of Eugene employee who acts to supervise Utility <br />Coordinators and Inspectors, provides support/direction to staff and applicants regarding <br />utility placement and acts as the designee of the City Engineer in cases related to utility <br />coordination. <br /> <br />Right-of-Way: (ROW) Is the area of real property in which the City has a dedicated or <br />acquired right-of-way interest in the real property. It shall include the area on, below or <br />above the present and future streets, alleys, avenues, roads, highways, parkways or <br />boulevards dedicated or acquired as right-of-way.For the purpose of this manual Right-of- <br />Way (ROW) is interchangeable with Public Way. <br /> <br />Standard Specifications: The current Oregon Standard Specifications for Construction <br />and the Oregon Standard Drawings both as revised by the City Amendments adopted by <br />memorandum of the City Engineer in effect. <br /> <br />Street Grades: Synonymous with curb grade, as the vertical profile of roadways is defined <br />by the top of curb alignment.
