Utility Construction and Use of the Right-of-Way Policies and Procedures Manual Page 3 <br />Street Segment: A portion of a street or alley not exceeding 400 feet, generally consisting <br />of one standard length block. <br /> <br />Stormwater Management Facility: Any structure or configuration of the ground that is <br />used as, or by its location becomes, a place where stormwater flows or is accumulated, <br />including but not limited to, pipes, manholes, catch basins, ponds, open drainage ways, <br />runoff control facilities, water quality features, wetlands, and their accessories. <br /> <br />Traffic Control Devices: Both temporary and permanent items covered in the MUTCD <br />(Manual on Uniform Traffic Control Devices) as adopted and supplemented by the State <br />of Oregon and the ITE (Institute of Transportation Engineers) Traffic Control Devices <br />Handbook, including but not limited to traffic signals, signage, marking, and similar <br />devices. <br /> <br />Temporary Traffic Control Plan: A plan that uses the Manual on Uniform Traffic <br />Control Devices (MUTCD) for traffic control devices to control traffic and provide a safe <br />work zone during construction. In addition, it provides for the most efficient movement of <br />vehicles, bicycles, and pedestrians approaching, inside of and leaving a zone of <br />construction. <br /> <br />Utility Coordinator: City of Eugene staff members who provide permit review and <br />adminstrative functions related to utility installation within the City of Eugene Rights-of- <br />Way. Utility Coordinators serve as the direct line of communication between the applicant, <br />installer, inspector, and the Surface Technical Supervisor. In some cases the Utility <br />Coordinator and Utility Inspector are synonymous. <br /> <br />Utility Inspector: Eugene Code places the responsibility on the City Engineer of seeing <br />that all conditions and specifications for work within the public way are satisfactorily <br />performed in-line with sound engineering practice. Responsibility for the inspection, <br />permit review for construction-related activities for private parties, licensees, franchised <br />utilities and EWEB within the public way has been delegated by the Engineer. Those <br />individuals employed with the City of Eugene to ensure that construction work performed <br />within the public way is performed in the best interest of the City of Eugene and its Rights- <br />of-Way management. In some cases the Uility Inspector and Utility Coordinator are <br />synonymous. <br /> <br />Utility: A licensed long term user of the public way, such as municipal utility, electric, gas, <br />water, and telecommunications providers, authorized through specific agreements, <br />sometimes referred to as a ‘Franchise’ or a License required or authorized by Eugene Code, <br />the City Charter, and/or other applicable statutes.
