<br />Evaluation <br /> <br /> <br /> <br />Development of the strategic plan is the major coordinating effort and one of three <br />overarching strategies to implement recommendations from the ICMA-PERF review. <br />The plan coordinates these activities with the ongoing program services of the EPD and <br />other needed change for the future. <br /> <br />This process will ensure resolution of competing recommendations, consolidation of <br />similar recommendations, and prioritization of resources required (both financial and <br />human) to successfully implement change. Unlike previous strategic plans, this plan will <br />also include a regular organizational evaluation component. Such a component is <br />necessary to prevent inaction similar to both previous strategic plans and prior <br />management reviews. <br /> <br />ICMA-PERF recommended the use of a management consultant in monitoring and <br />evaluating implementation of “the transformation process,” essentially the <br />implementation of the strategic plan and its components. ICMA-PERF recognized this <br />effort will take time and commitment. The FY06 Budget Committee recommended and <br />the City Council subsequently funded such an effort. The consultant will be contracted <br />early in 2006. <br /> <br />To ensure continuing progress in implementing the strategic plan, EPD will issue a <br />quarterly progress report. One of the quarterly reports will combine the previous four <br />quarters into an annual report. The timing of these reports will be such that future <br />annual reports can be used to initiate the budget process for the coming fiscal year. <br /> <br /> <br /> <br />
