Residential Housin/l Tvpes and Tenure Policv A-17 "Provide opportunities for a full
range of choice in housing type, density, size, cost, and location.

The proposed zone change will expand opportunities for a range of choices in housing type, density,
size and cost by providing for certainty and reduced opposition to new residential development
within the study area.

Residential Housin/l Tvpes and Tenure Policv A-20 "Encourage home ownership of all
housing types, particularly for low-income households. "

The proposed regulations will encourage the development of smaller housing units in the area.
Those units will be more affordable than larger units, thus encouraging home ownership for
lower income households.

Residential Desi/ln and Mixed Use Policv A-23 "Reduce impacts of higher density
residential and mixed use development on surrounding uses by considering site,
landscape, and architectural design standards or guidelines in local zoning and
development regulations. "

The proposed amendments support this policy. The development standards in the Chambers
Special Area zone, specifically in the S-C/R-2 subarea provide for new development at higher
densities than currently exists. The development standards include requirements for limits on
building heights, building setbacks, window placement, lot size and allowable number of units
on lots. These standards are intended to reduce the impacts of infill development on the existing
neighborhoods. Additional standards in the S-C/C-2 subarea will require lowered building
heights for commercial buildings adjacent to residentially zoned property. These development
standards will lessen the impact to the existing neighborhood. Generally, the proposed
amendments will influence the form and character of new development by addressing the site,
the landscape in which new buildings will be placed, and the architectural details of those new
buildings.

Residential Desi/ln and Mixed Use Policv A-24 "Consider adopting or modifying local
zoning and development regulations to provide a discretionary design review process or
clear and objective design standards, in order to address issues of compatibility,
aesthetics, open space, and other community concerns. "

The proposed amendments support this policy. The Chambers Special Area zone regulations
included clear and objective design standards. Those standards address compatibility, aesthetics,
open space and "other community concerns."

Transportation Policv F.l Apply nodal development strategy in areas selected by each
jurisdiction that have identified potential for this type of transportation-efficient land use
pattern.

Exhibit A - 4
