orientation, garage location and driveway width are all directed at improving the character and
appearance of new residential construction.

Residential Policv 2.0 "Increase the opportunity for home ownership within the area."
· Reduce minimum lot size for ownership
· Encourage new res. Develop that provide opportunity for home ownership
· Explore ownership opportunities that might be available to persons with low
incomes.
· Allow cottage units, alley housing and shared housing.

The proposed amendments support this policy. Opportunities for home ownership should be
improved through the provision of smaller-scale housing on alleys and through the provision for
generally smaller-scale housing throughout the residential area. Opportunities for home ownership
are directly influenced by housing costs, which in turn are, to some extent, influenced by the size of
the structures being sold. Generally, the proposed amendments support the construction of smaller-
scale housing within the study area.

Residential Policv 3.0 "Encourage a mixture of housing densities and types to allow a
diverse population group to live within the area. "

The proposed amendment support this policy. The area is already quite diverse in its demographic
makeup, housing densities and housing types. The amendments will have no negative affect the
range of housing types that will be allowed within the study area but are likely to promote additional
alley access units and cottages throughout the area.

Commercial Policv 2.0 "Encourage both public and private actions which will improve
the overall appearance of commercial areas and the condition of non-residential
structures. "

The proposed amendments support this policy. The Chambers Special Area zone contains
development standards for the S-C/C-2 subarea that will promote improvements to the overall
appearance of commercial developments along major streets and local streets. The proposed
standards also address the form and appearance accessory buildings and garages and should
improve the general condition of those structures over time.

North Low-Densitv Residential Area (Broadwav to 1 rf' west of Chambers) "The City
shall continue to recognize the area as suitable for low-density housing. Efforts shall be
made to maintain and improve the existing housing stock through both public and private
investments. In an effort to allow additional residential units and yet maintain the
character of the area, the City shall encourage block planning, infilling, and shared
housing. Access to housing units off of alleys shall be accommodated when not in
conflict with other policies and goals. "

Exhibit A - 7
