Access to alley housing units is provided for in these amendments.

(3) The uses and density that will be allowed by the proposed zoning in the location
of the proposed change can be served through the orderly extension of key urban
facilities and services.

New development occurring within the area can be served through the orderly extension of key
urban facilities and services.

(4) The proposed zone change is consistent with the applicable siting requirements
set out for the specific zone in:
(a) EC 9.2150 Commercial Zone Siting Requirements.
***

(P) An un codified ordinance establishing a site specific S-H Historic Special
Area Zone, a copy of which is maintained at the city's planning and
development department.

EC 9.8865(4) does not include reference to siting requirements for the S-C Special Area Zone
because that zone is being created as part of this action. See below for discussion of amendment
to EC 9.8865(4) to add a reference to the siting requirements for this new special area zone. The
application of the S-C Special Area Zone to the proposed properties is consistent with the siting
standards proposed to be adopted for the special area zone.

Exhibit A - 8
