<br />wildlife corridor between the large protected habitat areas in the extensive Ridgeline <br />Trail park system and habitats at lower elevations. <br /> <br />(b) South Hills at Dillard ditch: <br />Across Dillard Road, and not connected to the Dillard Hollow stream, is a very narrow <br />drainage channel (E37M-2). It collects drainage from the slope above, flowing along <br />Dillard Road for a short distance below the Hunters Glen development. The channel <br />contains virtually no riparian vegetation, and functions essentially as a roadside ditch. <br /> <br />Land uses within the sites in this analysis group are primarily single family residential. A <br />small portion of the St. Clair Lane stream (E37 I) is located in an undeveloped area of a <br />school site. Approximately 40% of this site as a whole is located within the City-owned <br />Ridgeline Trail park system, which is managed as a natural area. Five of the six sites within <br />this analysis group are crossed by the Bonneville Power Administration powerline easement. <br />The uppermost ends of several stream corridors are just outside of city-limits. The short ditch <br />at Fox Hollow (E37J-4), and approximately 1,000 feet of upper portion ofE37K, are located <br />entirely outside of city limits. The remaining sites in this analysis group are within city- <br />limits. <br /> <br />17.2 Impact Area <br /> <br />Sites E37 H (S Hills at Upper Owl Road); E371 (S Hills at St. Clair Lane); E37J (S Hills <br />at Lower Owl Road/Fox Hollow); E37K (S Hills at Canyon Drive/Fox Hollow), E37L (S <br />Hills at Center Way); E37M (S Hills at Dillard); AMA-13 (Owl Road wetland) <br /> <br />OAR 660-023-0040(3) requires local governments to establish an impact area for each site. <br />This impact area is based upon: 1) surrounding allowed uses; and 2) potentially adverse <br />effects of those uses. The impact area for riparian and upland wildlife habitat sites is <br />measured from the top of bank and includes any riparian vegetation within the mapped site <br />boundary that extends beyond the measured distance. The impact area for wetlands is <br />measured from the wetland boundary. The factors considered in establishing the impact areas <br />for this site, and how the impact area is measured, are discussed in more detail in Sections 2.4 <br />and 2.5, Impact Areas.
