34 <br />m. Responsible Persons are liable for the cost to remediate the release of any hazardous <br />substances on the Airport. If the responsible Person fails to promptly undertake <br />remediation activities in response to the release of any hazardous substance, the City may, <br />but is not obligated to, perform such remediation. Any costs incurred by the City associated <br />with assessment and cleanup of the release plus administrative fee per the current Airport <br />schedule of rates, fees and charges and the total shall be paid upon demand by the <br />responsible Person. <br /> <br />n. The City may at any time to access any portion of the Airport for the purpose of conducting <br />inspections, sampling, and other testing to determine the nature and extent of <br />contamination on or under the property. Access to Lease Premises shall be granted upon <br />request or on demand in the event of an emergency. <br /> <br />SECTION D. -- GROUND VEHICLES, PEDESTRIANS AND PARKING <br /> <br />I. Pedestrian Access <br /> <br />a. No Person may travel on exterior areas within the Airport other than on roads, sidewalks, <br />or other marked rights-of-way provided for such purpose. <br /> <br />b. No Person shall prevent or restrict any other Person’s passage to, from, and within the <br />Airport, except for authorized conduct of federal, state, and local law enforcement officers, <br />TSA officers, and Airport employees. <br /> <br />c. No Person shall interfere with safe operation of an Aircraft landing, taking off from, or <br />operating on the Airport. <br /> <br />d. Landside <br /> <br />1) Traffic laws of the State of Oregon and the City of Eugene shall apply to the public <br />streets, roads, and vehicular parking areas on the Airport. All traffic, informational, <br />and warning signs shall be obeyed. <br /> <br />2) No vehicle, whether for hire or otherwise, shall load or unload passengers or <br />baggage in any area on the Airport except as designated for such purpose by <br />appropriate signs or markings. Vehicles for hire shall be required to comply with <br />all licensing and permitting requirements as determined solely by the City and pay <br />all applicable fees. <br /> <br />3) All persons authorized to park in the Airport designated employee parking lot shall <br />register their vehicle with the City prior to use of a parking space in the lot and shall <br />visibly display any applicable parking pass as requested by the City. Any change <br />in ownership or licensing of vehicles will require a change in registration. <br /> <br />4) Abandoned Vehicles are prohibited on the Airport and may be removed at the <br />request of the Airport Director at the sole risk and expense of the vehicle owner. <br /> <br />5) Airport Administration may cause vehicles in violation of the Rules and Standards <br />to be ticketed or towed. In addition, the Airport Director may deny access to any <br />Ground Vehicle if the owner or operator of the vehicle operates the vehicle in a <br />reckless or negligent manner.
