35 <br />e. Airside <br /> <br />1) No vehicle shall be operated on the Airport unless it is duly licensed, if required by <br />law, and unless the driver thereof shall have a lawful driver's license to operate a <br />vehicle. <br /> <br />2) Pedestrians and Aircraft shall at all times have the right-of-way over vehicular <br />traffic. All vehicles shall pass to the rear of taxing Aircraft and shall be so operated <br />as to avoid interference with aircraft operation. <br /> <br />3) When parking adjacent to a runway, all vehicles must park parallel to the runway <br />outside of the runway safety areas, 250 feet from the runway centerline, unless <br />such runway is officially closed by the Airport Director and/or maintenance <br />requirements dictate otherwise. <br /> <br />4) When backing refueling vehicles, a signal person must be available to guide the <br />driver. The driver must remain in the vehicle cab and is forbidden to stand on the <br />running board or fender while backing. Refueling vehicles shall at no time be <br />blocked or so positioned as to prevent rapid removal. <br /> <br />5) The operation of any vehicle on the Airport shall be in accordance with the <br />procedures and policies outlined in the City approved or administered drivers and <br />security training programs. <br /> <br />6) No Person shall operate any motor vehicle on the Airport in a manner that would <br />endanger his or her person or property or the safety of another's person or <br />property. <br /> <br />7) No Person shall operate a motor vehicle on the Airport while under the influence <br />of an intoxicant or illegal controlled substance. <br /> <br />8) Abandoned Vehicles are prohibited on the Airport and may be removed at the <br />request of the Airport Director at the sole risk and expense of the vehicle owner. <br /> <br />9) Airport Administration may cause vehicles in violation of the Rules and Standards <br />to be ticketed or towed. In addition, the Airport Director may deny access to any <br />Ground Vehicle if the owner or operator of the vehicle operates the vehicle in a <br />reckless or negligent manner. <br /> <br />II. Ground Vehicle Parking <br /> <br />a. No Person shall park or leave standing any vehicle, whether occupied or not, on the Airport <br />except within designated parking areas or active loading and unloading areas. <br /> <br />b. The City will place and maintain signs that designate all general and reserved loading <br />zones, reserved parking areas, and public parking areas to be used by commercial <br />passengers, employees, and meeters and greeters, including, but not limited to, those <br />areas designated for exclusive use of car rental agencies with an executed Agreement with <br />the City, and off-airport companies with an executed Permit or License to operate at or <br />from the Airport. No parking areas shall be designated in areas on and along drives, <br />roadways, near fire hydrants, or in such other areas on Airport property as deemed <br />necessary by the Airport Director for the safe, efficient and convenient operation of the <br />Airport. All Airport Tenant employees must park in their assigned areas. <br /> <br />c. The Airport Director remove any vehicle that is illegally parked, disabled or abandoned; <br />that impedes Airport operations or the orderly flow of traffic; or that creates a potential <br />security or safety threat.
