49 <br />(i) Properly trained line personnel available twenty-four (24) hours of every <br />calendar day, seven (7) days a week. <br /> <br />(ii) Sale of aviation fuels, oils and lubricants customarily sold to all classes of <br />aviation including into-plane fuel service for commercial size aircraft, by <br />uniformed employees of the FBO whose duties will not prevent them from <br />providing such sales and services on an immediate basis. <br /> <br />(iii) Marshalling aircraft on ground to and from aircraft parking on FBO’s Lease <br />Premises. <br /> <br />(iv) FBO shall have, at a minimum, two Jet Fuel Refueling Vehicles with one <br />having a capacity of at least 7,000 gallons and the other having a capacity <br />of at least 5,000 gallons. <br /> <br />(v) FBO shall have two AVGAS Refueling Vehicles having a capacity of at <br />least 1,000 gallons per vehicle. A fixed AVGAS Self-Service Fueling <br />system can be substituted for one AVGAS refueling vehicle. If so, the <br />system shall: (a) be constructed or installed in a location specified and <br />approved by the City (b) include a minimum capacity of 2,000 gallons, (c) <br />be available and maintained by FBO for public commercial use including <br />meters and payment systems, (d) have adequate lighting, and (e) have <br />detailed and readily accessible instructions for the proper and safe <br />operation of the system and a fully operational and readily accessible <br />telephone, emergency shut-off, properly rated fire extinguisher, and Fuel <br />spill kit. FBO may have only one AVGAS refueling vehicle if FBO has a <br />written agreement with a separate fuel provider at the Airport to provide <br />AVGAS Fueling services at times when the FBO’s refueling vehicle is <br />unavailable or unable to meet the required response time. A copy of such <br />Agreement must be provided to the City. <br /> <br />(vi) Aircraft refueling vehicles shall be equipped with metering devices that <br />meet all applicable regulatory measures. One refueling vehicle dispensing <br />Jet Fuel shall have over-the-wing and single point Aircraft servicing <br />capability. All refueling vehicles shall be bottom loaded. <br /> <br />(vii) Each refueling vehicle and all fueling equipment shall be equipped and <br />maintained to comply with all applicable regulatory measures including, <br />without limitation, those prescribed by the State of Oregon, the City of <br />Eugene, NFPA Codes, 14 CFR Part 139, Airport Certification, Section <br />139.321 “Handling/Storing of Hazardous Substances and Materials”, and <br />Applicable ACs (Advisory Circulars) including AC 00-34 “Aircraft Ground <br />Handling and Servicing” and AC 150/5210-5 “Painting, Marking and <br />Lighting of Vehicles Used on an Airport”. <br /> <br />(viii) Access with reasonable notice, to adequate towing equipment, tow bars, <br />and other aircraft movement equipment to safely and efficiently move <br />and/or store aircraft in an emergency or as may be required by the FAA. <br /> <br />(ix) Adequate inventory of generally accepted grades of aviation engine oil and <br />lubricants. <br /> <br />(x) Proper equipment for repairing and inflating aircraft tires, servicing oleo <br />struts, changing engine oil, oxygen and nitrogen service, ground power <br />(GPU), washing aircraft and aircraft windows and windshields, and for <br />recharging or energizing discharged aircraft batteries and starters.
