48 <br />2) FBO Developed Terminal- The FBO shall lease or construct a customer area which <br />includes adequate space for crew and passenger lounge(s), flight planning room, <br />conference room, and restrooms. Administrative areas shall include adequate <br />space for employee offices, work areas, and storage. <br /> <br />3) FBO Developed Vehicle Parking- The FBO shall provide adequate parking to meet <br />the needs of customers and employees in accordance with City Building Codes <br />but not less than ten (10) paved parking spaces on the property. <br /> <br />4) FBO Developed Aircraft Maintenance and Storage- The FBO shall lease or <br />construct, on the FBO’s Lease Premises, a maintenance shop and storage hangar <br />adequate to support the size and quantity of Aircraft currently/or anticipated to be <br />stored or serviced by the FBO. <br /> <br />5) FBO shall develop, own, and/or lease an above ground Fuel storage facility at the <br />Airport. Unless otherwise required or authorized by the Airport Director, the Fuel <br />storage facility shall be located in a location consistent with the Airport Master Plan, <br />Airport Layout Plan, and/or Land Use Plan and approved by the Airport. In no event <br />shall the total storage capacity of the fuel storage facility be less than: <br /> <br />(i) 10,000 gallons for Jet Fuel storage <br /> <br />(ii) 10,000 gallons for AVGAS storage <br /> <br />6) Fuel delivered, stored, or dispensed by FBO shall fully comply with the quality <br />specifications outlined in ASTM D 1655 (Jet A) and ASTM D 1910 (Avgas). <br />Ensuring the quality of the fuel is the sole responsibility of the FBO. FBO shall have <br />adequate storage for waste fuel or test samples or the capability to recycle same; <br /> <br />7) FBO shall also demonstrate capability of expanding its fuel storage facility and/or <br />capacity within a reasonable period of time. <br /> <br />8) Hours of Operation. During air traffic control tower hours, which includes, at a <br />minimum, from 0600 until 2330 Sunday through Saturday. FBO shall provide the <br />Airport Director with a point-of-contact listing phone numbers for personnel <br />authorized to make decisions during emergency conditions. <br /> <br />9) Personnel Qualifications. All FBO aircraft fuel handling personnel shall be fully <br />trained in the safe and proper handling dispensing, and storage of aircraft fuel. <br />Acceptable training shall be NATA Safety 1st or an equivalent training program. <br />The City shall conduct spill training in accordance with the applicable SPCC Plan. <br />Records identifying completed training programs shall be kept on file and <br />submitted to the Airport Director upon demand. All FBO personnel assigned to <br />move aircraft must have training in the proper movement of aircraft types typically <br />operated at the Airport. Aircraft mechanics must be trained and certified to service <br />all aircraft that typically access the Airport. <br /> <br />c. Insurance Requirements. Each FBO shall maintain the types and amounts of insurance <br />required by the City. Upon any revision of such requirements by the City, the FBO must <br />procure any insurance coverage necessary to meet the revised standards within ten (10) <br />calendar days and provide evidence of such insurance coverage to the Airport Director <br />within that timeframe. <br /> <br />d. Required FBO Services. Each FBO shall be required to provide, at a minimum, the <br />following services at the Airport: <br /> <br />1) Fuel sales and line services.
