51 <br />Airport Director’s satisfaction that sufficient space is available within the FBO’s <br />Lease Premises to provide high quality products and services to the FBO’s <br />customers. <br /> <br />5) Commercial Self-Service Fueling. <br /> <br />(i) Fuelers may provide Commercial Self-Service Fueling equipment in <br />addition to the required aircraft fuel equipment, with the Approval of the <br />Airport Director. Commercial Self-Service Fueling equipment will be <br />located at the Airport’s designated self-fuel apron and must comply with <br />all applicable federal, state, local laws, rules and regulations. Fuelers may <br />provide retail Commercial Self-service Fueling at the Airport only if the <br />Fuelers also provide attended fueling at the Airport. <br /> <br />(ii) Fuelers shall provide an AVGAS tank with a five hundred (500) gallon <br />minimum capacity and associated pumps, metering equipment, credit card <br />acceptance device and other equipment as may be necessary for this level <br />of service. The tank shall be an above ground, fire rated, heavy duty <br />industrial strength and concrete coated tank with pumping equipment <br />which shall meet all local fire codes and the requirements and/or <br />regulations of the State of Oregon Department of Environmental Quality, <br />Environmental Protection Agency, OSHA, NFPA and any other local, <br />state, or national governmental agencies having jurisdiction. <br /> <br />(iii) The Commercial Self-Service Fueling facility shall be available for use <br />twenty-four (24) hours a day, seven (7) days a week. <br /> <br />(iv) Authorized Fuelers shall have trained personnel inspect the fuel system <br />equipment daily. Trained personnel shall be available during normal hours <br />of operation to provide assistance as required. All repairs to the fuel <br />system equipment shall be made on a timely basis. <br /> <br />SECTION E. -- MINIMUM STANDARDS FOR SPECIALIZED AERONAUTICAL SERVICE OPERATORS <br /> <br />I. General Requirements <br /> <br />a. Compliance. SASOs must comply with the performance standards set forth in Section C <br />and the applicable Minimum Standards as set forth in this section. <br /> <br />b. Retail Fuel Sales Prohibited. SASOs are not permitted to engage in Commercial Fueling. <br /> <br />c. Leased Space Requirements. SASOs, except SASOs engaged in Airline Ground Handling, <br />shall lease or sublease adequate space for buildings and support facilities for all services <br />provided; paved Ground Vehicle parking; paved Aircraft apron; paved pedestrian <br />walkways; and all storage facilities. The facilities shall be sufficient to meet reasonably <br />anticipated demand for products, services, and facilities associated with authorized <br />Commercial Aeronautical Activities. The location, size and configuration of space to <br />conduct Commercial Aeronautical Activities shall be established in an Agreement and shall <br />take into consideration the operations plan and other application information submitted in <br />accordance with Section B(I) of this Subdivision III and the facilities lease or subleased to <br />similarly-situated Commercial Aeronautical Operators at the Airport, if any. SASOs <br />engaged in Airline Ground Handling shall secure access to the facilities identified in <br />subsection XI of this Section E. <br /> <br />d. Responsible Personnel. Each SASO shall provide the Airport Director with a point-of- <br />contact including phone numbers and an e-mail address for personnel empowered to make <br />decisions for normal and emergency situations.
