52 <br />e. Insurance Requirements. Each SASO must maintain the types and amounts of insurance <br />required by the City. Upon any change of such requirements by the City, the SASO shall <br />procure any insurance coverage necessary to meet the revised standards within ten (10) <br />calendar days, and shall provide evidence of such insurance coverage to the Airport <br />Director within that timeframe. <br /> <br />II. Flight Training <br /> <br />SASOs engaging in Flight Training must: <br /> <br />a. Maintain such certifications as may be required by the FAA and/or the State of Oregon, <br />including without limitation certification as may be required under 14 C.F.R. Part 141. Upon <br />request, provide evidence of FAA certificates and insurance as required under these Rules <br />& Standards. <br /> <br />b. Provide ground-based instruction on the Airport. Sufficient space must be provided on the <br />Airport for classroom training. <br /> <br />c. Not operate from a tie-down. <br /> <br />d. Employ, subcontract, or sublease with and have on duty one individual that is an FAA- <br />certified flight instructor. <br /> <br />e. Own, subcontract for, or lease one or more dual-equipped, single-engine airworthy Aircraft. <br />Aircraft may be fixed or rotary wing. <br /> <br />f. Include adequate mock-ups, pictures, digital media, DVDs, movies, videotapes, or other <br />training aides necessary to provide proper and effective ground school instruction. All <br />materials shall meet FAA requirements for the Flight Training offered. <br /> <br />g. Hours of operation shall reflect student needs and Aircraft availability. Premises may be <br />closed during Flight Training if insufficient personnel are available during that time. <br /> <br />h. Not be a Flying Club. Flying Clubs shall not be authorized to conduct Flight Training as a <br />Commercial Aeronautical Activity. A SASO authorized to conduct Flight Training may train <br />a member of a Flying Club for compensation. <br /> <br />i. Satisfy all safety and security requirements imposed on flight schools by the FAA and/or <br />TSA, including, and without limitation, the TSA Alien Flight Student Program or successor <br />program developed in accordance with 49 U.S.C. Section 44939. <br /> <br />III. Airframe and Power Plant Maintenance <br /> <br />SASOs engaging in Aircraft Airframe and Power Plant Maintenance must: <br /> <br />a. Employ, subcontract, or sublease with and have on-duty or on-call and available to provide <br />service at the Airport within one (1) hour of being called, a minimum of one (1) certified <br />mechanic trained on Aircraft that normally utilize the Airport. The mechanic on-duty must <br />be FAA-certified technicians who possess airframe, power plant, or Aircraft inspector rating <br />as required in 14 C.F.R. Part 65, or the maintenance facility must be certified under 14 <br />C.F.R. Part 145. <br /> <br />b. Ensure a mechanic is available on-call twenty-four (24) hours a day, seven (7) days each <br />week for emergency purposes only. On call mechanics must be able to respond within sixty <br />(60) minutes of a call. If more than one maintenance facility is located on the Airport, the <br />on-call responsibility may be rotated on a mutually agreeable schedule; a written rotational <br />on-call program is not effective until it has been approved in writing by the Airport Director.
