No changes are
being made to the Rules and Standards as a result of this comment.

Topic: Through-the-fence Operations/Mechanics
● One commenter stated they wanted enforcement of the rule prohibiting through-the-fence
operations.
Response: This is unrelated to the Rules and Standards administrative order comment period process.
Complaints regarding unauthorized mechanics or through-the-fence operations are addressed on a
case by case basis. No changes are being made to the Rules and Standards as a result of this comment.

Topic: Glycol delivery
● One commenter stated they are unhappy with the new fueling/glycol storage facility.
Response: This is unrelated to the Rules and Standards administrative order comment period process.
The new fueling/glycol storage facility was designed with input from Atlantic Aviation, Lawrence
Air Service, and Airline partners. No changes are being made to the Rules and Standards as a result of
this comment.

Topic: De-cing fluid disposal
● One commenter asked about the disposal of de/anti-icing fluids regarding these materials used in
the deicing of aircraft.
Response: Subdivision II – Rules and Regulation, Section X. Toxic Substance Disposal addresses the
disposal of these materials, not the use when deicing aircraft. No changes are being made to the Rules
and Standards as a result of this comment.

Topic: Definition of approved Aviation Activity re: Experimental Aircraft
● One commenter wanted the addition of Experimental Airplanes added to the definition of
approved Aviation Activity.
Response: Subdivision I – Policies and Guidelines, Section A – Definitions, (b) defines Aeronautical
Activity as any activity which involves, makes possible, or is required for the operation of Aircraft, or
which contributes to or is required for the safety of such operations. This would include experimental
airplanes. This definition is aligned with the FAA AC 150/5190-7, Appendix 1. Definitions, 1.1, (a)
Aeronautical Activity:
