Activities within this definition, commonly conducted <br />on airports, include, but are not limited to, the following: general and corporate aviation, air taxi and <br />charter operations, scheduled and nonscheduled air carrier operations, pilot training, aircraft rental <br />and sightseeing, aerial photography, crop dusting, aerial advertising and surveying, aircraft sales and <br />services, aircraft storage, sale of aviation petroleum products, repair and maintenance of aircraft, sale <br />of aircraft parts, parachute or ultralight activities, and any other activities that, because of their direct <br />relationship to the operation of aircraft, can appropriately be regarded as aeronautical activities. <br />Activities, such as model aircraft and model rocket operations, are not aeronautical activities. <br />No changes are being made to the Rules and Standards as a result of this comment. <br /> <br /> <br />Topic: Comment Period Extension Request <br />● Two commenters requested an extension on comment period deadline and inquired about the <br />reason for the update to the Airport Rules and Standards. <br />Response: The following is the response sent to Brad Schuster for dissemination to AOPA members: <br />1. The Ground Lease – Non-Commercial Rate and Ground Lease – Commercial Lease Rate fee <br />increases are based on a Market Rent Study conducted in February 2020 by Duncan & Brown <br />Real Estate Analysts. We held off implementing this rate increase during the pandemic and are <br />now updating it. Duncan & Brown is the firm the Airport has used for at least a couple of <br />decades to conduct this analysis about every three years. The ground lease rates are applied <br />equitably to all ground lease holders to ensure compliance with Grant Assurance 22.) Economic <br />Nondiscrimination. <br />2. A couple of years ago, we hired an independent consulting firm, Landrum & Brown, to review all <br />Finance and Administration processes at the Airport. As part of this process the consultants <br />reviewed and recommended updating the Airport Rules & Standards to ensure that we are <br />following FAA regulation, AIP Grant Assurances, and best practices in airport management. <br />While in revised format, now combined into one document, the new Rules & Standards do not <br />represent substantive change compared to the current Airport Rules and Minimum Standards. <br /> <br />On September 14, 2022 we held a very well attended GA/Tenant meeting providing information on <br />the operational and business need to update the Airport Rules and Standards and detail the <br />administrative rules process. Upon publication submitted to the Register-Guard newspaper, these <br />administrative orders were immediately disseminated via mail, email, and posted to the Airport and <br />City of Eugene websites. <br />No changes are being made to the Rules and Standards as a result of these comments. <br /> <br /> <br />Topic: Firearms at the Eugene Airport <br />● One commenter inquired about whether a concealed handgun license allows an airport patron to <br />bring a firearm to the Eugene Airport. <br />Response: The Rules and Standards generally prohibit firearms at the Eugene Airport unless <br />authorized by Oregon law. The Rules and Standards also specifically prohibit all firearms from the
