<br />v. City Manager is the City Manager for the City or the City Manager’s designee.

<br />w. Commercial Aeronautical Activity means the sale, exchange, trading, buying,
<br />merchandising, hiring, marketing, promotion, or selling of commodities, goods, services, or
<br />products, or any revenue-producing activity made available to the public in connection with
<br />Aeronautical Activities.
<br />
<br />x. Commercial Aeronautical Operator means a Person conducting a Commercial
<br />Aeronautical Activity at the Airport pursuant to an Agreement.
<br />
<br />y. Commercial Fueling means the fueling or defueling of aircraft at the Airport for
<br />compensation. Compensation may be earned for the sale of Aircraft fuel, the storage of
<br />Aircraft fuel, the fuel dispensing service, and the defueling of Aircraft. Commercial Fueling
<br />includes Commercial Self-Service Fueling, but does not include self-fueling as defined in
<br />Subdivision II, Section C(VII).

<br />z. Commercial Self-Service Fueling means the fueling of Aircraft by an Aircraft owner,
<br />operator or employee at a fuel storage and dispensing facility provided by the City or FBO
<br />where a meter and credit card acceptance point-of-sale device is installed.
<br />
<br />aa. Common Use Areas include aprons, taxilanes, taxiways, and runways. All aprons and
<br />taxilanes through leased areas shall be considered common use areas unless identified
<br />for exclusive use by the City.
<br />
<br />bb. Consent or Approval of Airport or of Airport Director. Means a written document signed
<br />by the Airport Director or by a person designated by the Airport Director to sign any such
<br />document on his/her behalf.
<br />
<br />cc. Entity means a, partnership, corporation, limited liability company, or other organization
<br />that has a legal and separately identifiable existence.
<br />
<br />dd. Escort means the visual surveillance of or physical escorting of Persons to and from the
<br />Airport Operations Area, Movement Area, or Safety Areas.
<br />
<br />ee. Eugene Code The Eugene Code, 1971, the codification of the ordinances of the City of
<br />Eugene, Oregon.
<br />
<br />ff. FAA means the Federal Aviation Administration.
<br />
<br />gg. FAR means the Federal Aviation Regulations.
<br />
<br />hh. Fixed Base Operator (FBO) A Commercial Aeronautical Operator engaged in the sale
<br />and/or subleasing of products, services, and facilities to Aircraft Operators including, at a
<br />minimum, but not limited to the following activities at the Airport:
<br />
<br />1) Aviation Fuels and Lubricants (Jet Fuel, AVGAS, and Aircraft Lubricants)
<br />
<br />2) Passenger, crew, and aircraft ground services, support, and amenities
<br />
<br />3) Aircraft maintenance
<br />
<br />4) Aircraft parking, tiedown, hangar, office, and shop
<br />
<br />ii. Flight Training means the Commercial Aeronautical Activity of instructing pilots in dual
<br />and solo flight, in fixed or rotary wing Aircraft, and related ground school instruction as
<br />necessary to complete an FAA written pilot’s examination and flight check ride for various
<br />categories of pilots licenses and ratings. Flight Training includes any portion of a flight
<br />between two or more airports, take-offs and landings at the Airport, or other destinations
