Administrative Order - Page 3 of 12 <br />(b) The structure must not be designed or used as transient <br />accommodations, including but not limited to hotels and motels; and <br />(c) The structure must have those design elements benefitting the <br />general public pursuant to section R-2.945-C. <br /> <br />Potential Historic Structure. Any building or structure which is older than 50 <br />years in age and located in an area of the City which has not been canvassed as part of a <br />historic resource survey acknowledged by the Eugene Historic Review Board and the State <br />Historic Preservation Office. <br /> <br />Workforce Housing. A unit in an apartment or condominium with rent equal to <br />or less than 30% of the area median income (AMI). <br /> <br /> <br />R-2.945-B Eligible Structures. <br /> <br />To be eligible for local property tax exemption hereunder, a structure must: <br /> <br />1. Be multiple-unit housing as defined above, which must be completed on or before <br />the date specified in Section 2.946(2) of the Eugene; <br /> <br />2. Be located within the area shown on Map 2.946; <br /> <br />3. Meet the approval criteria set forth in this Rule; <br /> <br />4. Not be designed for the leasing of individual rooms or beds, rather than entire <br />apartment units, or be designed primarily for individuals attending college. <br /> <br /> <br />R-2.945-C Approval Criteria. <br /> <br />1. Public Benefit. The City Council places a great deal of importance on adding high <br />quality housing to the downtown area. Therefore, applicants must include in their application an <br />explanation of how each of the following public benefits relate to the proposed project. The <br />applicant’s written explanation and other materials included with the application shall be reviewed <br />by staff; and the financial information shall be reviewed by the independent outside professional <br />consultant. The City Manager shall then convene the Project Review Panel authorized by EC <br />2.945(13) to review the application and the consultant’s conclusions. The Project Review Panel <br />shall make a recommendation to the City Manager on the application, and the City Manager shall <br />provide the Council with his/her recommendation on the application. <br /> <br />Public Benefits: <br /> <br />1.1 Compact Urban Development. The MUPTE program is designed to <br />encourage higher density housing and redevelopment in the City’s downtown area. <br />Projects must have five or more units.
