Memberships <br />Contracting Agency may join or renew memberships in professional associations and organizations <br />without a competitive process. <br /> <br /> <br />E10. Information Technology <br />The procurement of, and contracts for the maintenance, support, or upgrade of, computer software, <br />software as a service, and all information technology equipment, including without limitation computer <br />hardware, telecommunications devices, network equipment, and other information technology systems, <br />shall be made in accordance with the policies and procedures approved by the Purchasing Agent <br /> <br /> <br />E11. Utilities <br />The purchase of steam, power, heat, water, telecommunication , and other utilities services, including in- <br />kind Telecommunication Services pursuant to Eugene Code 3.415(6) may be awarded in any manner <br />which the Solicitation Agent deems appropriate to the Contracting Agency’s needs, including by direct <br />award or purchase. <br /> <br /> <br />E12. Animals <br />The purchase of animals and specialized animal training may be purchased in any manner which the <br />Solicitation Agent deems appropriate to the Contracting Agency’s needs, including by direct appoint or <br />purchase. <br /> <br /> <br />E13. Sponsorship Agreements <br />Sponsorship Agreements, under which the Contracting Agency receives a gift or donation in exchange <br />for recognition of the donor, may be awarded in any manner which the Solicitation Agent deems <br />appropriate to the Contracting Agency’s needs, including by direct appointment or purchase. <br /> <br /> <br />E14. Temporary Extension or Reinstatement of Contracts <br />Expiring, non-renewable contracts may be temporarily extended, or recently expired contracts that <br />expired no more than 6 months prior may be reinstated, in any manner which the Solicitation Agent <br />deems appropriate to meet Contracting Agency’s needs, including by direct appointment or purchase. <br />The extension or reinstatement may not exceed one year and may not add services outside the original <br />scope of the contract that are not otherwise allowed by this rule. This exemption shall only be used once <br />to extend or reinstate an original contract. <br /> <br /> <br />E15. Purchase of Used Personal Property <br />A Solicitation Agent, for Procurements of up to $20,000, and the Purchasing Agent, for Procurements in <br />excess of $20,000, may contract for the purchase of used property by negotiation if such property is <br />suitable for the Contracting Agency’s needs and can be purchased for a lower cost than substantially <br />similar new property. For this purpose, the cost of used property shall be based upon the life-cycle cost
