FAX (541) 6834794 <br /> <br />October 11, 2005 <br /> <br />City of Eugene Planning Commission <br />777 Pearl Street <br />Eugene, Oregon 97401 <br /> <br />Re: Eugene Parks, Recreation and Open Space Comprehensive Plan <br />(PROS) . <br /> <br />Dear Planning Commission Members: <br /> <br />As an affected property owner I have concerns surrounding this 1f4 <br />billion dollar plan. PROS reachesfar beyond the City of Eugene, beyond <br />the UGB and even beyond the Metro Plan. Its impacts will most certainly <br />change transportation planning and our buildable land inventory long <br />into the future. The proposed plan significantly amends the 1989 <br />Eugene Parks and Recreation Plan and the plan alters the Rivers to <br />Ridges plan. It is a plan bearing considerable impact and requiring <br />serious consideration. <br /> <br />Back in March of 2003 this Commission unanimously endorsed the <br />Rivers to Ridges Plan. City staff has subsequently described the PROS <br />Plan as being consistent with Rivers to Ridges. I would like to point out <br />some serious inconsistencies with that statement: <br /> <br />1. PROS removes the important specific Rivers to Ridge criteria of <br />voluntary participation by property owners. In fact, I was told at a <br />public workshop that if property owners were unwilling to voluntarily <br />sell, there were "other ways", specifically condemnation, for the public <br />to acquire the desired property. Rivers to Ridges is based on a <br />"voluntary" participation requirement, PROS on the other hand is <br />pervasively silent to this fundamental value and sets up the <br />framework for the City to be in the condemnation business. City staff <br />has been unwilling to include "voluntary participation" as criteria in <br />the PROS plan. <br /> <br />2. Secondly this PROS plan removes all project descriptions contained in <br />the Rivers to Ridges Study. There are over $250 million dollars of <br /> <br />OUR GOAL...TO BE THE PREMIER SUPPLIER OF PRODUCTS AND SERVICE IN OUR INDUSTRY <br />PRE-MIXEO CONCRlrrE . CPlUSHED ROCK. SAND a GRAVEL.
