In fact today I couldn't even find <br />the PROS plan on the City's website. <br /> <br />This PROS plan is a major policy change from the Rivers to Ridges <br />plan which was endorsed by unanimous consent in March of 2003. <br />PROS is a significant amendment to the 1989 Parks plan and PROS has <br />failed to prove a need. PROS reaches far beyond the City's boundaries <br />stretching beyond the UBG and beyond the boundaries of the Metro <br />Plan. PROS has significant financial impacts in the 1/4 Billion dollar <br />range. PROS has serious potential impacts on our area's buildable land <br />inventories and on transportation planning requirements and goals. But <br />most importantly, the voluntary participation requirement contained in <br />Rivers to Ridges has been removed. This PROS draft plan positions the <br />City to be in the condemnation business. <br /> <br />I ask for your careful consideration of this plan as it moves forward <br />and that you reinstate the voluntary participation requirement as <br />originally contained in the Rivers to Ridges plan. <br /> <br />JEY ~ours, <br /> <br /> <br />Mike Alltucker-President <br />
