<br />Public Hearing Testimony <br /> <br />12. Roxie Cuellar, Homebuilders Association, testimony (October 8, 2005) states <br />that the Home Builders Association of Lane County and the Homebuilders <br />Construction Company believe that the PROS Comprehensive Plan is <br />inconsistent with the Metro Plan in the following manners: <br />a) The proposed Refinement Plan proposes to expand the Metro Plan's Goal <br />8 planning area into lands presently included in the Lane County Rural <br />Comprehensive Plan without following the required amendment process. <br />b) The Eugene Parks Refinement Plan's proposed park land acquisitions are <br />inconsistent with the Metro Plan findings and policies. <br />c) The Eugene Parks Refinement Plan proposed park facilities are not <br />included in the plan. <br />d) The Refinement Plan does not take recreational facilities and open space <br />owned by other public entities or by private parties into account. <br /> <br />Staff Response: <br />a) The PROS Comprehensive Plan does not amend the boundaries of the <br />Eugene-Springfield Metropolitan Area General Plan (Metro Plan). <br />Appendix B, Map 1 of the PROS Comprehensive Plan simply illustrates <br />the area that the City sees as potentially fulfilling its citizens' future park <br />and recreational needs. The "planning area" described in Appendix B, <br />Map 1 does not amount to the City expanding its jurisdictional or <br />regulatory authority beyond its current boundaries. A noted earlier, the <br />PROS Comprehensive Plan has no regulatory effect on land not under the <br />City's jurisdictional authority. It is a strategy j planning document that is <br />intended as a guide for the City as it moves forward to meet the <br />recreational and park needs of the City's residents. The City need not <br />amend the Metro Plan to adopt a plan that includes strategies for meeting <br />the park and recreational needs of its citizens by looking to land not <br />currently owned by the City or within the City's jurisdictional authority. <br />b) As demonstrated in Attachment B to the AIS, the PROS Comprehensive <br />Plan is consistent with Statewide planning Goal 9 and Goal 10. <br />Goal 9 - Economic Development: To provide adequate opportunities <br />throughout the state for a variety of economic activities vital to the health, <br />welfare, and prosperity of Oregon's citizens. The PROS Comprehensive Plan <br />does not have a direct impact on economic activities. It does not change <br />the zoning, designation or allowed uses on any properties. While the <br />PROS Comprehensive Plan does include strategies to provide of a certain <br />amount of park acreage per 1,000 residents and identifies the need to <br />acquire property for park use, it does not rezone any property for park <br />use. Thus, the PROS Comprehensive Plan has no effect on the inventories <br />of industrial or commercial lands. Therefore, the PROS Comprehensive <br />Plan is consistent with Goal 9. <br />Goal 10 - Housing: To provide for the housing needs of the citizens of the state. <br /> <br />Attachment A <br /> <br />October 31, 2005 <br /> <br />Page 10 <br />
