<br />Goal 10 requires that communities plan for and maintain an inventory of <br />buildable residential land for needed housing units. The PROS <br />Comprehensive Plan does not have a direct impact on residential <br />development opportunities. The PROS Comprehensive Plan does not <br />change the zoning, designation or allowed uses on any properties. While <br />the PROS Comprehensive Plan does include strategies to provide a certain <br />amount of park acreage per 1,000 residents and identifies the need to <br />acquire property for park use, it does not rezone any property for park <br />use. Thus, the PROS Comprehensive Plan has no effect on the inventories <br />of residential lands. Therefore, the PROS Comprehensive Plan is <br />consistent with Goal 10. <br />c) The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) is <br />the policy tool that provides a basis for decision-making in this area. On <br />August 23, 1982, the State acknowledged the Metro Plan as being in <br />compliance with statewide planning goals. The PROS Comprehensive <br />Plan does not amend the Metro Plan. Because the Metro Plan is this <br />area's acknowledged policy document, the City is already in compliance <br />with the state's general planning requirements. 1 <br /> <br />The testimony states that, in order for a park plan to qualify for any <br />exception to statewide planning Goals 3 and 4, the plan must include <br />items delineated in OAR Chapter 660, Division 34. The City is not <br />requesting, and does not need, an exception to statewide planning Goals 3 <br />and 4 for the adoption of the PROS Comprehensive Plan. Regarding <br />Goals 3 and 4, the findings of consistency (Attachment B to the AIS), state: <br /> <br />Goal 3 - Agricultural Land: To preserve and maintain agricultural lands. <br />Goal 3 is not applicable to this ordinance as the PROS Comprehensive <br />Plan does not affect any agricultural land designation. The PROS <br /> <br />lWhile this testimony directs the Planillng Commission to the definition of "comprehensive <br />plan" in support of the assertion that the PROS Comp Plan must include specific projects, <br />the testimony fails to include all relevant portions of that definition. ORS 197.015(5) defines <br />"comprehensive plans" as follows: "(5) "Comprehensive plan" means a generalized, <br />coordinated land use map and policy statement of the governing body of a local government <br />that interrelates all functional and natural systems and activities relating to the use of lands, <br />including but not limited to sewer and water systems, transportation systems, educational <br />facilities, recreational facilities, and natural resources and air and water quality management <br />programs. "Comprehensive" means all-inclusive, both in terms of the geographic area <br />covered and functional and natural activities and systems occurring in the area covered by <br />the plan. "General nature" means a summary of policies and proposals in broad categories <br />and does not necessarily indicate specific locations of any area, activity or use. A plan is <br />"coordinated" when the needs of all levels of governments, semipublic and private agencies <br />and the citizens of Oregon have been considered and accommodated as much as possible. <br />"Land" includes water, both surface and subsurface, and the air.
