Received a call from Steve Vorhes, Assistant County Counsel at approx- <br />imately 9:15 saying that he wanted to schedule a meeting between <br />County staff and Ric and Debbie Jeffries to discuss what could be done <br />to place a path through the area in the future. He felt we should deat <br />.with what could be done in terms of design and then address the issue <br />of whether this was an appropriate condition. Jim Saul agreed to <br />contact Ric and Debbie to schedule such a meeting. <br /> <br />b. Met with Ernie Drapela at 1:30 p.m. Other parties present were Ric and <br />Debbie Jeffries, Gerry McDonnell and Jim Saul. <br /> <br />The meeting began with Ernie referencing a meeting that had occurred <br />on July 11 of City and County staff. Ernie's recollection of that <br />meeting was that bicycle path really wasn't the issue; issue was a more <br />, general one Of public access. He stated that the question or public <br />access for fiShing or possibly a boat launch had been raised. <br />Apparently there had been some discussion that, if a biCYCle trail wasn't <br />required. some other form of access should be considered over this <br />property. <br /> <br />Ernie was asked specifically if he had taken a position that a bicycle <br />trail Should be required. He said absolutely not; the most he had <br />indicated was that the possibility be explored. He said any other <br />construction of his comments, was a misunderstanding or misinterpre. <br />tation. He noted that his prior comments had been made without <br />benefit of seeing the plans for layout of the golf course. He stated very <br />clearly that he did not believe a bicycle trail over the golf course <br />property was appropriate after reviewing the plans in more detail. <br /> <br />Ernie Called Diane Bishop; reported that he and she would prepare a <br />memo on 7/13/88 withdrawing the City's request for a bicycle trail. <br />Ric and Debbie were assured that this was the City's position. <br /> <br />c. Jim Saul and Debbie Jeffries called Diane Bishop at 2:30 p.m. to <br />confirm that request for bicycle trail would be withdrawn in writing. <br />Diane initially claimed there was nothing to withdraw since the City <br />had never made a formal request; the City had simply tlreminded Lane <br />County of what was hi TransPlan." Jim Saul obJected that the City <br />had submitted a formal request and cited the first sentence in the City's <br />memorandum to the Hearings Official. Diane agreed that the <br />memorandum withdrawing 'the proposed condition would be phrased <br />recognizing that the City had submitted a formal request. <br />
