Received a call from Jerry Kendall at approximately 10:30 a.m. saying <br />that County staff would be raising the issue of possible need for an <br />ESEE analysis since wetlands involved; no prior reference to this <br />. possibility, although applicant had made it clear that a permit applica- <br />tion had been filed with Division of State Lands and Corps of <br />Engineers. He initially claimed that applicant was required to submit <br />ESEE analysis; could not provide a code citation or plan policy as basis <br />for that position. <br /> <br />14. July 8, 1988 <br /> <br />a. Received telephone call from the Hearings Official indicating that he <br />had determined that an ESEE analysis was necessary; he indicated he <br />intended to perform the analysis if there was sufficient information in <br />the record. <br /> <br />b. Gerry McDonnell discussed bicycle path requirement again with Ed <br />Smith. Ed Smith reportedly indicated extreme displeasure that the <br />request for dedication had been made and reaffirmed his opposition to <br />locating a trail through the golf course. <br /> <br />15. July 11, 1988 <br /> <br />a. Advised by the Hearings Official at J 1:30 a.m. that he did not feel <br />there was sufficient information in the record to prepare an ESEE <br />analysis; he indicated he intended to reopen the record for additional <br />information on the wetland issue. <br /> <br />b. Advised by the Hearings Official at approximately 2:40 that he wanted <br />Esther Lev to look at the site and the proposed plan and provide an <br />assessment of impact. It was my understanding from the Hearings <br />Official that he did not intend the review to adversely affect the <br />proposed golf course but to determine if there were reasonable. <br />mitigation measures that should be considered. Hearings Official <br />emphasized his intent to avoid delay in the process. Agreed to have <br />Esther contact Ric and Debbie Jeffries to arrange a time to visit the <br />site. <br /> <br />C. Advised that Jerry McDonnell was attempting to establish a meeting <br />with Ernie Drapela since he had been identified by name by Diane <br />Bishop as the source of the City.s decision to continue requesting a <br />bicycle trail through the golf course. <br />
