<br /> <br />ATTACHMENT A <br /> <br />ORDINANCE NO. _______ <br /> <br /> <br />AN ORDINANCE ADOPTING A NEW PARKS, RECREATION <br />AND OPEN SPACE PLAN (“PROS COMPREHENSIVE PLAN”) <br />AS A REFINEMENT OF THE EUGENE-SPRINGFIELD <br />METROPOLITAN AREA GENERAL PLAN; REPEALING <br />RESOLUTION NO. 4127 AND THE EUGENE PARKS AND <br />RECREATION PLAN ADOPTED THEREIN; AMENDING <br />SECTION 9.8010 OF THE EUGENE CODE, 1971; REPEALING <br />SECTION 9.9550 OF THAT CODE; ADOPTING A <br />SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br /> <br /> The City Council of the City of Eugene finds that: <br /> <br /> A. <br />Portions of the current Eugene Parks and Recreation Plan were adopted <br />by Resolution No. 4127 on July 10, 1989 as a refinement to the Eugene-Springfield <br />Metropolitan Area General Plan (Metro Plan). <br /> <br />B. <br /> Since the summer of 2002 the City has been engaged in a comprehensive <br />planning process to identify future needs for parks, open space and recreation <br />programs and services. The attached PROS Comprehensive Plan was developed <br />based on the results of public outreach to thousands of residents of the City through <br />meetings with neighborhood organizations, and City representatives meeting with <br />various youth, seniors, adults, people with disabilities and cultural minority interest <br />groups. <br /> <br />C. <br /> The attached PROS Comprehensive Plan will provide long-range direction <br />for future strategies and actions to improve parks, provide recreation opportunities, and <br />protect natural resource values, and will replace the 1989 Eugene Parks and Recreation <br />Plan as a refinement to the Eugene-Springfield Metropolitan Area General Plan. <br /> <br />D. <br /> On September 15, 2005 the PROS Comprehensive Plan was referred to <br />the Planning Directors of the City of Springfield and Lane County for review for <br />consistency with the Metro Plan. Notice of the proposed Plan adoption was delivered <br />by the City to the Land Conservation and Development Commission on September 2, <br />2005. Notice of the Planning Commission public hearing was published in the Register <br />Guard on September 21, 2005. <br /> <br />E. <br /> In addition to the above, the PROS Comprehensive Plan and related <br />materials have been made available on the internet through the City’s web site. <br /> <br />F. <br /> Based on the public testimony received, and the recommendations of the <br />City’s Planning Commission, and Planning Division staff, the City Council finds that the <br />PROS Comprehensive Plan is consistent with the Eugene-Springfield Metropolitan Area <br /> <br />Ordinance - 1 <br /> <br />
