<br />General Plan, other adopted City policies, and the Statewide Planning Goals. That <br />Resolution No. 4127, and the Eugene Parks and Recreation Plan adopted therein <br />should be repealed; the entry for Eugene Parks and Recreation Plan – 1989 in Section <br />9.8010 of the Eugene Code, 1971 should be deleted; and Section 9.9550 of the Eugene <br />Code, 1971, the Eugene Parks and Recreation Policies, should be repealed as <br />hereinafter set forth. <br /> <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> <br /> <br /> Section 1. <br /> Resolution No. 4127, and the Eugene Parks and Recreation Plan <br />adopted therein, is hereby repealed, as of the effective date of this Ordinance. <br /> <br />Section 2. <br /> Based on the above findings, and the legislative findings attached <br />hereto as Exhibit A, which are adopted in support of this Ordinance, the PROS <br />Comprehensive Plan a copy of which is attached hereto as Exhibit B is hereby adopted <br />as a refinement of the Eugene-Springfield Metropolitan Area General Plan. A final copy <br />of the complete PROS Comprehensive Plan shall be attached to this Ordinance. <br /> <br />Section 3. <br /> Table 9.8010 of the Eugene Code, 1971 is hereby amended by <br />deleting the “Eugene Parks and Recreation Plan – 1989” entry therefrom, <br /> <br />Section 4. <br /> Section 9.9550 of the Eugene Code, 1971, is repealed. <br /> <br />[9.9550 Eugene Parks and Recreation Plan Policies. <br /> <br />(1) Physical Access. <br /> <br />(a) Provide safe parking at parks and recreational facilities that commonly <br />draw crowds arriving by both automobiles and bicycles. (Policy 4) <br />(b) Provide safe and convenient access to parks and recreational facilities <br />for persons with disabilities. (Policy 5) <br />(c) When possible, require land divisions and planned unit developments to <br />provide for pedestrian access to parks and potential park sites. (Policy <br />6) <br />(2) Urban Design. <br /> <br />(a) Protect the unique geographical features, buttes, and other natural <br />landmarks in parks and other recreational facilities for their contribution <br />to the community’s identity. (Policy 1) <br />(b) Use the Trees for Eugene street tree planting guide when designing <br />streetscapes next to and within parks and other recreational facilities. <br />(Policy 3) <br />(c) Minimize the impacts of park use on surrounding lands through: <br />1. Buffering borders shared with residential, commercial, industrial, <br />and agricultural uses. <br />2. Expanding sub-standard sized parks, when possible, through <br />acquisition to improve access, visibility, and aesthetic quality. <br />3. Careful siting of access roads, parking areas, and activities that <br />require lighting or produce high noise levels. (Policy 4)] <br />(d) Treat environmental enhancement as a component of recreational <br />development.
