I apologize <br />in advance fOf the length of these comments~ but the implications of the refinement plan <br />adoption are numerous and complicated. <br /> <br />The HBA and HCC beliyve the refinement plan is inconsistent with the Metro Plan in the <br />following manners: <br /> <br />I. The Proposed Refmement Plan is inconsistent with the Metro Plan because it <br />proposes to expand the Metro Plan's Goal 8 planning area into lands <br />presently included in the Lane County Rural Comprehensive Plan without <br />following the required amendment process. <br /> <br />The planning area for Eugene's proposed refinement plan is shown on Map 1 of <br />Appendix B. The proposed planning area extends well beyond the Eugene UGB and the <br />metro plan diagram - west to Fern Ridge Reservoir~ north to Coburgand beyond, and <br />south to Goshen and Spenser Creek. Much of the proposed planning area extends into <br />rural Lane County that is currently part of the Rural Lane County Comprehensive Plan. <br />This conflicts with the metro plan. <br /> <br />Section F of the Introduction ofthe Metro Plan entitled Relationship to Lane County <br />Rural Comprehensive Plan states: <br /> <br />The boundaries of the Metropolitan Area General Plan are adjacent to the <br />boundaries of the Lane County General Plan that surround the Eugene.Springfield <br />metropolitan area.
