<br />Metropolitan Area General Plan and that ofllie Lane County General Plan <br />(emphasis added). <br /> <br />Adjustments to boundaries may occur in the future so that areas previously a part <br />of one plan are covered under another plan. These adjustments may occur using <br />the Plan review and amendment procedures described in Chapter IV. <br /> <br />Section IV of the Metro Plan explains how the metro plan is to be reviewed and <br />amended. For example, Objective 3 is to: "Prepare refinement and functional plans that <br />supplement the Metropolitan Area General Plan", Specifically, under that objective, <br />refinement plans are limited to providing more detail to the Metro Plan, not the Lane <br />County Rural Comprehensive Plan. <br /> <br />Section IV, Policies (3)(a) provides that: <br /> <br />A Type I amendment shall include any change to the urban growth boundary or <br />the jurisdictional boundary of the Plan; any change that requires a goal exception <br />under statewide planning Goal 2 that is not related to the UGB expansion: and any <br />amendment to the Plan text that is non-site specific. <br /> <br />The proposed refinement plan does include a change in the jurisdiction boundary of the <br />Plan, extending the planning area of the metro area for Goal 8 (Recreation) beyond its <br />current jurisdictional boundary. Under the definition section of the Metro Plan, Plan <br />Boundary: <br /> <br />Defines that area shown on the Plan diagram that includes Springfield, Eugene, <br />and unincorporated urban, urbanizable, rural, and agricultural land exclusive of <br />areas encompassed in the Lane County Rural Comprehensive Plan. (Note: <br />Assumes boundariesbetween the area of the Metro Plan and the Lane County <br />Rural Comprehensive Plan will coincide) (emphasis added). <br /> <br />An examination of the Metro Plan diagram clearly shows that the proposed Eugene Park <br />Refinement Plan area exceeds the plan boundary ofthe metro plan and includes land <br />encompassed by the Lane County Rural Comprehensive Plan. <br /> <br />Policies (5)(a) provides: <br /> <br />All three governing bodies must approve non-site specific text amendments; site <br />specific diagram amendments that involve a UGB or Plan boundary change that <br />crosses the Willamette or McKenzie Rivers or that crosses over a ridge into a new <br />basin; and, amendments that involve a goal exception not related to a UGB <br />expansion. <br /> <br />The proposed expansion of Eugene's Goal 8 planning area constitutes a plan boundary <br />change that crosses the WilIamette River to the east, the McKenzie River to the north, <br />and crosses south over a ridge into a new basin. <br /> <br />2 <br />
