<br />Proposal as a source for identifying natural vegetation and wildlife areas <br />as well as possible management techniques and specific land use <br />actions and decisions that will provide a balance among physical access <br />areas, visual access areas, and areas where access should be limited <br />or discouraged. (Policy 1) <br />(b) Preserve and enhance natural habitats and scenic corridors that <br />deserve special merit along the rivers. (Policy 6) <br />(c) Assure that developments within the established Willamette River <br />Greenway boundaries comply with State and local Greenway standards <br />and regulations. (Policy 7) <br />(4) South Hills. <br /> <br />(a) Preserve the character and habitat value of the South Hills by siting and <br />developing recreational facilities and other improvements in a way that <br />preserves and enhances the natural conditions of the area. (Policy 1) <br />(b) Manage the South Hills as a passive recreational feature by providing a <br />variety of recreational facilities, such as trails, view points, and natural <br />areas, to accommodate a range of interests and activities. (Policy 2) <br />(c) Extend the Ridgeline Trail System along or near the ridge of the South <br />Hills and provide linkages to adjacent neighborhoods. (Policy 4) <br />(5) Delta Ponds. <br /> Develop the Delta Ponds as a major recreational area and <br />corridor including a variety of recreational and educational opportunities. <br />(Policy 1) <br />(6) Amazon Channel. <br /> <br />(a) Develop the channel as a major recreational corridor by providing a <br />variety of recreational facilities along its length. (Policy 1) <br />(b) Provide access to the channel from adjacent neighborhoods. (Policy 3) <br />(c) Where channel street crossings are absent, install foot bridges that are <br />sensitive to wildlife for convenient access to recreational areas. (Policy <br />4) <br />(d) Improve the safety and aesthetic quality of the channel corridor to <br />encourage its use and contribute to its beautification. (Policy 6) <br />(7) Millrace and Other Waterways and Drainageways. <br /> <br />(a) Maintain and enhance the character and recreational opportunities of <br />the Millrace. (Policy 1) <br />(b) Protect natural stream courses, sloughs, and wetlands in connection <br />with parks and recreational facilities. (Policy 3)] <br /> <br />Section 5. <br /> The City Recorder, at the request of, or with the concurrence of the <br />City Attorney, is authorized to administratively correct any reference errors contained <br />herein or in other provisions of the Eugene Code, 1971, to the provisions added, <br />amended or repealed herein. <br /> <br />Section 6. <br /> If any section, subsection, sentence, clause, phrase or portion of this <br /> <br />Ordinance is for any reason held invalid or unconstitutional by a court of competent <br />jurisdiction, such portion shall be deemed a separate, distinct and independent <br />provision and such holding shall not affect the validity of the remaining portions hereof. <br /> <br /> <br /> Section 7. <br /> Notwithstanding the effective date of ordinances as provided in the <br />Eugene Charter of 2002, this Ordinance shall become effective 30 days from the date of <br />its passage by the City Council and approval by the Mayor, or upon the date of its <br />acknowledgment as provided by ORS 197.625, whichever date is later. <br /> <br />Ordinance - 3 <br /> <br />
